Please find attached the Agenda and Meeting Packet information for the DRC meeting on Wednesday July 25, 2018
at 4 PM in Room A. I believe everyone can attend except for Charlie who is away this week.
The attached application is for 175 Route 28, DiParma Restaurant. Without obtaining permits, they modified the six
(6) parallel parking spaces along Route 28, with thirteen (13) angled spaces by extending the parking into the
vegetated front buffer along Route 28, decreasing the front buffer in this area from a range of 19’‐23’ to 5.2’‐
8’. This would be deemed parking in the front as well as parking within the required vegetated buffer. The lot
coverage of 71% was increased to 75% (70% is allowed by‐right). They also eliminated some of the planted area west
of the entrance to install the parking. To help mitigate, they installed some small bushes in the front of the parking
(currently about 1’ to 1.5’ tall). I’m not sure what type they are or how large they will ultimately grow. In addition
to increasing the parking, the changes increased the width of the access around the front of the building from a
range of 8.5’‐10’ to 18.5’‐20’. The original narrow access has been in existence for quite some time. I have included
aerials before and after the parking lot installation to help visualize the changes. Variances would be required by
the ZBA. The site has already been granted significant relief in the 1990s related to in‐lot trees and other buffer
areas.
To allow three Variances for work already completed would set a very poor precedent and would not be fair to
other business owners who are following the Zoning Bylaw. The encroachment into the buffer is significant and not
just a few feet. Although they do have a steep slope which limits somewhat the usable portion of the site, the
previous lot coverage of 71% exceeds the zoning bylaw. The new lot coverage would be 75%.
If the ZBA were to allow some encroachment, some options to decrease the negative impacts would be to go back
to parallel parking (to help increase the vehicle access in front of the building), install buffer trees along Route 28,
and install landscaped planting area with small picket fence to hide the parking.
