South Yarmouth; SE 83-1 169 - Certificate of Compliance —Kitchen & Deck, Pilings, Float & Bulkhead— George Degiacomo To the Conservation Commission, Attached please find Form 8A and a check in the amount of $75 for a Certificate of Compliance review for 165 Mayflower Terrace, South Yarmouth. 1 have reviewed the site and am providing a summary as follows. The kitchen and deck activities were carried out in compliance. A crushed stone surface outdoor use area now exists between the deck and a fence near the top of the coastal bank. This area was likely an open area at the time of the application, but no details are known about it. A row of native shrubs proposed as mitigation, indicated on the plan, does not appear to be completed. The applicant has expressed willingness to plant any required native shrubs. The site does not appear to be undergoing any significant erosion although the fence at the top of the bank could have posts straightened in connection with the remedial native shrub work. Guidance from the agent is requested. Pier, ranw, float and bulkhead The bulkhead was not built under this Order of Conditions, A second Order of Conditions for SE83- 1356 was issued and is addressed in a separate COC application. Ramps — The existing ramp was 12 ft. long the 2021 ramp is 16 ft. long overlapping the float approximately 2 ft. Float dock - By inspection of the 2021 seasonal conditions, the float and ramp were established with different dimensions than appearing on the plan of record. The plan of record proposed an 8 ft. x 8 ft. float at the end of the 4 ft. width float facility that existed at the time of the filing. The total float area provided by the approval would add 64 sq. ft. for a total float area of 192 sq. ft. The ramp and float were intended to extend 53 ft. seaward from the pile supported boathouse pier. Current Condition : The constructed 16 ft. long ramp connects to a 3 ft. wide float extending 48 ft. from the boathouse pier. A 9.5 ft. 1. X 3 ft. w. "T" float at the ramp juncture appears to provide side to side pitch stability for the longer 3 ft. wide float. The float area as measured during the compliance inspection was 116 sq. ft. The licensed float area is 152 sq. ft, Since the existing float area is 76 s. f less than the OOC - approved float area, total length extent into the waterbody is 5 ft. shorter, and a longer ramp also relieves the waterbody of in -water structure, a reasonable conclusion can be reached that this project portion is in compliance.
