Removal of an existing single family dwelling and construction of a new single family dwelling
elevated per FEMA requirements, including removal of an existing paved driveway, construction of a
pervious driveway, and alterations to the existing septic system. Work will occur within 100' of a salt
marsh and within Land Subject to Coastal Storm Flowage and the Mill Creek Riverfront.

This letter is an environmental assessment report concerning the above mentioned residential property
located at 31 Grist Mill Lane in West Yarmouth. Independent Environmental Consultants, Inc. (IEC)
conducted a site inspection and evaluation of the subject property on 10-6-20, to determine the
presence of regulated wetland resource areas and wetland buffer zones within the subject property.
This site inspection occurred during the Fall season, during the growing season, with full leaf -out
conditions, and during drought conditions within MA. The day of the site inspection was sunny and 66
degrees.
The subject residential property contains an existing residential house with an asphalt driveway
connecting to Grist Mill Lane (asphalt roadway). Grist Mill Lane is a low-lying roadway, which is subject
to periodic flooding, from the coastal waters of Mill Creek. Existing topography within the subject
property increases in elevation from Grist Mill Lane, with the highest topographical elevations being in
the back yard of the subject property. The subject property contains an existing coastal wetland (salt
marsh), which is contiguous with the coastal/marine/tidal waters of Mill Creek. The salt marsh includes a
large stand of Phragmites (invasive plant species). Mill Creek contains tidal waters classified as Land
Containing Shellfish & Fisheries. This coastal wetland is located directly adjacent to the existing house
and driveway within this property. This subject coastal wetland continues off property. This coastal
wetland and subject residential property is subject to coastal flooding, during coastal storm events with
storm surge, and during high tide conditions, especially during Spring high tides and full moon time
periods. Sections of this subject property are classified as Land Subject to Coastal Storm Flowage (100
year flood zone). Review of flooding areas within roadway and driveway area. This section of Mill Creek
is classified as Land Under Waterway. Mill Creek is also classified as a perennial river under the Rivers
Act. A 200' Riverfront Area is associated with the MAHWL of the river, on both sides of the river. A
narrow stoney beach area, which is contiguous with Mill Creek, is located on the waterside of Grist Mill
Lane, directly across the road from this subject residential property.
IEC has delineated the boundary of the coastal wetland/salt marsh located within the subject residential
property with the following flags Al—A9A. The wetlands continue off property. The edge of wetlands
is located directly adjacent to the edge of driveway within this property. Flags A1— A6 are located
onsite, and Flags A7 — A9A are located on the water side of Grist Mill Lane. There is a 50' buffer zone
and a 100' buffer zone associated with wetland flags Al — A9A, and these wetland buffer zones extend
into the subject residential property located at 31 Grist Mill Lane, in West Yarmouth. Again, the
Riverfront Area extends into this subject property, and sections of the subject property are classified as
Land Subject to Coastal Storm Flowage (LSCSF).
