Hi Guys,
Please find attached information for the January 18, 2022 Design Review Committee meeting, which will include
review of two projects. Due to the size of the packet, I am sending the information for each proposal in two
separate e‐mails, but the complete application information can also be found on the Town Website at:

Hard copies can be picked up at the upper level Community Development counter, and will be available at the
meeting for those attending in person.
1. January 18, 2022 Agenda – Hybrid Meeting: There will be some remote participation for this meeting by
DRC members as well as the applicants. The link is available on the Agenda, but I will also send out a direct
link from Yarmouth Community Development which will bring you in directly as a panelist.
2. Wise Living Retirement Community (822 and 834 Rte 28): The DRC has seen this project three times before
as a Village Centers Overlay District (VCOD) VC2 project (note the different application form). Compliance
with the Architectural and Site Design Standards is mandatory for VCOD projects. The Applicant is coming
back to the DRC as they are proposing amendments to the building façade at 822 Route 28. They will bring
some color samples to the meeting. As a refresher, the project includes the redevelopment of the Cape Cod
Irish Village hotel property (822 Route 28) into a mixed‐use Wise Living Retirement Community for senior
housing with 120 units, common resident dining facility and other amenities; upgrades to the existing
commercial building at 834 Route 28; and parking lot improvements.
a. Planner Comments: They did a nice job of showing the variations in the design from the approved
version. They outlined 8 proposed revisions.
i. The modifications to the entrance/porte cochere seems like a nice simplification.
ii. The DRC will need to decide whether the cupolas on the east/west wings are needed for roof
variations, although removal will result in little visual impact along Route 28.
iii. Removal of the exterior stairs is a good simplification.
iv. The removal of the five casement windows along the front façade looks odd and there should
be some windows in this area (similar to those shown on the other side of the entrance).
v. Removal of the elliptical windows and replacement with casement windows on the south
façade does not appear to have a major visual impact.
vi. The extra panels on the columns is a nice detail, but the columns would still be wrapped in
PVC trim.
vii. Retaining the existing flat roof on the rear stairs has little visual impact.
viii. The revised doors and double hung windows appears to be an improvement over using the
existing sliders on the 2nd floor and smaller windows on the first floor. Please note that some
of the first floor units on the east elevation do not have an exterior door as they are memory
care units.

3. Jay Mart (1276 & 1282 Rte 28): See the second e‐mail for application materials and planner comments.
As of right now it looks like Dick, Charlie, Sara and Steve will be able to attend, either in person or remotely. Please
confirm receipt of the information and you availability for the virtual meeting.

Project Description and Narrative
January 07, 2022
This is an amendment request to the previously approved South Yarmouth Wise Living Retirement Community redevelopment at the
property. The project will redevelop an existing hotel property (136 original rooms, now combined as 120 rooms) in the existing building
into a mixed-use Wise Living Retirement Community for senior housing with 120 units (104 studios and 16 one bedrooms), common
resident dining facility, café, gym, movie room, common area, and other amenities.
This application is largely in keeping with the application that was previously approved on June 23, 2020, with the following exceptions
(see sheet A.4 titled ‘DRC Approved 06.23.2020’) as outlined below and on Sheet A.4:
1. Revised front entry and porte-cohere.
2. Remove cupolas from east and west wings (8 total).
3. Remove exterior stairs (3 total).
4. Remove 5 casement windows from south elevation.
5. Remove elliptical windows from south elevation (6 total).
6. Remove panels from all columns.
7. Existing flat roofs at rear stairways to remain as constructed.
8. Revise doors and windows on east & west elevations.
All previously approved modulation (bump-outs on south, east, and west elevations, shall remain as previously approved.
