RE: 8 Harbor Road, West Yarmouth; SE 83-1134 - Certificate of Compliance — Residential House
Construction —Applicant Stephen Seymour —Assessors Ref. Map 29, Parcel 104.1
To the Conservation Commission,
Attached please find Certificate of Compliance application materials for a residential house construction
project. The project record indicates the application represents an effort to complete work covered in earlier
applications.
I have reviewed available information and visited the site. Very little detail appears within the application or
accompanying plan. Choices appear to have been made during construction to provide stabilizing measures and
slope modifications with respect to the septic system and for the site use affected by a slope on the east. A
crushed stone and timber terraced stair provide exterior access to the walk -out level. The steps appear to
substitute a form of terrace taking the place of a retaining wall shown on the plans. Site plan details are not
clear with respect to final grading however the house plans on file indicate that a residential use existed on the
basement level and the grading and exterior door now existing at that level provides a measure of egress. Roof
drains are channeled into drywells on the wetland side of the building, two others are not causing for any
apparent erosion.
The driveway is only shown on a site plan on SE 83-755. From my site inspection I conclude that no driveway
exists on the parcel. A turn -out for parking within the road has been paved and integrated with the street
pavement, is in good condition, and does not appear to be causing any runoff problems to the slope on locus.
The southerly deck remains an open deck.
Given the current neat and stable site condition and the paucity of detail at the time of approval a reasonable
judgement can be rendered that the project appears to be carried out with an adequate level of compliance with
the intent of the approval.
Please contact this office should you have questions or need further information
Sincerely,
Cape Cod
