RE: 14 Kearsarme Road, So. Yarmouth; SE 83-48- Map 19 Parcel 63 - Certificate of
Compliance — Sin,21e Family Dwelling and Septic System
To the Conservation Commission,
Attached please find application materials for a Certificate of Compliance for SE 83-48.
A review of the available records indicate SE 83-48 was for a residence and
accompanying septic system.
The project was initiated in 1976. The available documents in the file indicate the
building on -site is a close match dimensionally to the Conservation plan with the garage
on the right and a patio in the rear. The site plan contains no detail relating to the
intended landscaping and it may be in 1976 that those concerns didn't exist. In order to
determine subsurface consistency with the plan I was awaiting a septic system inspection
report now available. The inspection report indicates that the septic system was
constructed in close compliance with the proposed plan.
No information regarding peat removal is available. A good quality installation with
standard practice would likely have removed any visible peat. Long term system
function indicates good soil quality. Also, not necessarily known in 1976, the presence
of peat in the soil has been found to have mitigating effects for improved nitrogen
attenuation. The 15 ft. distance between the house and the "resource" shown on the
approved plan was not clear as to the wetland boundary identity. A current measurement
from the house to the highest wrack line is 22 fl. Aerial imagery indicates the lot shape
is as it was in 1971.
A review of the overall site condition indicates the site is stable with a grass cover surface
and consistent with the proposed plan and Conditions listed in the Order. Given the
above reasoning, the project warrants favorable consideration for issuance of a Certificate
of Compliance.
Sincerely,
Cape Cod Engine ng, Inc.
