RE: 57 Wharf Lane, Yarmouth Port — RDA - Standby Generator with Subsurface
LP Fuel Tank Installation.
To the Commission,
We are submitting an RDA for the necessary work activity relating to installation of a
standby generator with a buried LP tank, trenching for piping and electrical conduit.
The site has been the subject of several wetland review filings and the application relies
on some of the file data with a current site inspection to confirm conditions. The RDA is
not seeking a formal conclusion concerning resource area boundaries only that the work
is sufficiently temporary and minor, with no resulting impact that a NOI is not required.
The applicant / owner, Robert Wilkins informed me that two outstanding Orders of
Conditions require the COC review process. We have started the process of collecting
information and recent site inspection offers positive indications. The COC applications
will immediately follow the RDA submittal as we understand that Mr. Wilkins was able
to acquire firm commitment date from a generator installer and the RDA schedule is
intended to assist with keeping that schedule.
The RDA form outlines the work which is of short duration. The alteration is limited to
an informal lawn area near the edge of clearing on the south side of locus as near to the
street as possible without causing root disturbance to two significant trees. A straw
wattle is the recommended siltation safeguard. The location is slightly within the 50 ft.
buffer but greater than 35 ft. from the boundary of the BVW. Farther into the wetland,
south of locus there are indications of a blue line on the USGS map. Currently that blue
line is under water. A line drawn perpendicular to the blue line does not intersect the
work area and a conclusion is reached that the work area is up -gradient of the blue line
and not within a Riverfront Area.

The siihiert area is an open lawn within the 100 ft hi iffer 7onp to BorderinaVpnPtatpd
Wetlands distantly associated with Mill Pond. The wetland boundary nearest the work area
is sharply defined by an abrupt drop in grade and standing water. The land in the buffer
zone has a moderate slope in the immediate project zone and within 45 ft. to a single
familiy dwelling. the work area is on the edge of the lawn clearing. The work area is in the
vicinity of and slightly within the 50 ft. buffer zone limit. The immediate project area is at
the upland boundary of the coastal AE flood zone with low chance of inundation. Soil
quality is of a silt loam texture. The land is stable with no signs of erosion.

2. a. Work Description (use additional paper and/or provide plan(s) of work, if necessary):
The proposed work involves an approx. 3 ft. deep excavation with a dimension of
approx. 9 ft. long X 4 ft. wide. Some of the soil shall be removed from the property.
A new, certified LP gas tank shall be set into place, fittings connected; an approx. 2
ft. depth, narrow, trench shall be formed leading to the new stand-by generator
located on the ground surface, also within the project area, for the buried gas feed
pipe. Further shallow trenching is required to the house front for the electrical
conduit. Upon backfill and raking out the disturbed areas shall be seeded over with
native grass seed and managed to return to the preconstruction condition. The time
of year slated for the work, short time frame of activity and existing ground
conditions are supportive of a rapid ground cover recovery.
