Kelly- I'll have to go along with this decision, BUT.....there were (are?) so many issues on the table that 1 meeting will never be enough. The stamped plan is administrative as is the decision from DEP. If DEP agrees with you, it only means "more mitigation" as we discussed this morning. With so many issues to broach, I wanted (as I usually do) to "take care of 50 to 75% of the issues", which are, and not limited to: 1) Explanation of the mitigation table; (many Con Comms have difficulty with the numbers); AND the expansion of the 100' Riverfront, if it succeeds, is only an expansion of the table, as we discussed and outside the 50' setback (actually a new line 100' from the 9' MHW line=River's edge); 2) The mitigation areas to compensate for the enlarged house would be discussed; as to location and species choice; 3) The removal of the locusts as invasive species, as its own mitigation, plus the means of removal, would be discussed; 4) The removal of the Pitch Pines, some near their end of term, and may be good stewardship, some pines are too near the old house (never mind the new house), some threatening either house (3 minimum) PLUS the mitigation areas for replacement trees (west side after removal of nuisance vegetation (Smilax)); Discussed would be the need for replacement of all of these trees.; and where would be the location of the mitigation area (west side). 1 5) The septic system would be discussed as it also, is its own mitigation' (the discussion about 3 bedrooms vs 2 bedrooms is mute as this new Title V offers such improvements as it is also its own mitigation); 6) Landscaping would be discussed (Driveway, front walk, areas of ornamental planting, replacement for the Pennsylvania Sedge (Carex pennsylvanica) existing on the property; BUT with the 4 items standing unanswered:: 1. surveyor's stamp on plan (4 stamps are required for presentation of plans: PLS-PE-LA-and Architect; why aren't all professionals treated equally with regard to planning, (either way, the PLS would be needed to stake the new house, anyway); 2. decision from DEP as to Riverfront status; 3. choice of location for removed trees. is formidable. I guarantee that the next meeting< March 3rd will be followed by another meeting; and 4) formal approval of septic system by BOH; (also, I always represent septic systems on the separate, original plan and transfer the septic outline to the landscape plan. We are all using autoCAD, after all, which is an exact mathematical science; I cannot disagree with the Chairman's issue......PLUS you have 20 items already on the agenda. So, do I have to show up for the meeting or will you accept this e-mail as a request to continue to March 3rd? He also agreed that a stamped surveyed plan should be provided to show the proposed site layout. rd On this basis the Commission will likely vote to continue the matter to the March 3 meeting.
