As a proposed single family residence on a fairly level property with good infiltration characteristics, the site can comply with the local Stormwater Regulations fairly readily. The 85,850 s.f. property is currently improved with two single family dwellings; these two separate dwellings are to be replaced by one proposed dwelling with an attached garage, pool and patio areas. The total number of bedrooms on the site will remain at nine. A new, upgraded septic system, the leaching area of which is located beyond the Outer Riparian Zone, is proposed to service the new dwelling; no Board of Health variances are required as the septic system meets local and state requirements. The site needs to file as it disturbs over an acre of the fairly level site. The Site is bordered on the East by Bass River, and most of the proposed work will take place within the Inner and Outer Riparian zones of Bass River. Along the river frontage the property is bordered by a bulkhead retaining wall, the top of which is a Coastal Bank. Mean High Water falls on the vertical face of the wall. The entire site lies within Land Subject to Coastal Storm Flowage (AE el. 11 and VE el 13). All work, with the exception of the proposed mitigation, will take place within AE el. 11. The site does not lie within Priority and Estimated Habitats in accordance with the NHESP Map dated August 2021. The proposed home is further from the resource areas than what exists. Most of the work (to include most of the house construction, small amount of driveway, small retaining walls and septic tanks) occurs within the Outer Riparian Zone. Work within the Inner Riparian Zone includes a pool, patio and steps, the main proposed home is not withing the Inner Riparian Zone, and most of this work occurs within current building footprints. The remaining work occurs within previously disturbed and/or actively utilized areas. The new dwelling will be built on a floodzo ne-com pliant foundation, replacing the current non- floodzone compliant dwellings. Fill is required to assist in compliance and to provide reasonable access to the dwelling and pool/patio areas. Drywells are proposed for roof run-off. Mitigation plantings (approximately 7600 s.f.), to consist of New England Wildflower Mix, are proposed adjacent to the bulkhead extending landward a minimum of 40' to as much as 50'. Exposed soils will be loamed and seeded within 30 days of completion of the work and final grading work as weather permits. The site is affected by floodzone VE (El. 13) and AE (El. 11). The proposed dwelling will be located within the AE El. 11 flood zone with the first floor elevated above the design flood elevation of 12. The work includes the construction of a flood resistant foundation, with some fill and regrading around the dwelling. The foundation is designed to flood and then drain per code. Coastal areas are not impacted by relatively small fill amounts due to the large scale of coastal flooding events. Compliance with the Yarmouth Stormwater Bylaw Regulations: To comply with the Yarmouth Stormwater Regulations, a work limit line of staked silt fence backed by coir logs is proposed downgradient of all proposed work and around the sides of the site. All work limit lines shall remain in place until all construction is completed and areas are planted and stable. Preconstruction activities will include the installation of erosion control fences as shown on the site plans, and forming of the swale areas to intercept and infiltrate stormwater from the construction site. The site is a large, very level area, and consists of five to six feet of pervious material above the water table, so onsite infiltration is readily available. (see soil logs on the Site Plan). The dumpster location and areas of infiltration to be utilized during construction are shown on the reduced Erosion and Sedimentation Control Plan ESCP Site Plan attached. See also full size plans for detailed view of existing topography, hydrology, and proposed grading and swale creation. Grass lined swales are utilized to remove the required Phosphorous from the stormwater on the site, as vegetation uptake is the most reliable reduction technique. The driveway and other impervious areas are kept to a minimal width on the large site, and all roof runoff is directed to large drywells around the site for direct infiltration and to reduce flow off the site, the existing two structures do not have roof drywells installed, so the proposed redevelopment will be an improvement over existing conditions. The proposed construction activities will not have a deleterious effect upon any wetland values as listed in the Bylaw. The silt fence will contain all construction activities. Roof drainage will be mitigated utilizing downspouts to drywells or drip lines to stone trenches. The proposed mitigation area will provide an additional buffer to the Coastal Bank and Bass River, and is bowled to contain stormwater from the site in a "rain garden" type area. All machinery will access the areas of proposed construction through the existing driveway. A silt fence will be installed downgradient of any proposed work. The O&M plan lists limitations on fertilizer use per the Stormwater Bylaw, and proposes compliance with the Stormwater Regulations. The Low Impact Design grass swales are utilized to reduce the Phosphorous and Nitrogen loads of the impervious surfaces on the site. No stormwater is expected to leave the site based on the grading and swales indicated on the drawings. Specific drainage calculations have not been run since this is a residential property with the roof runoff being fully infiltrated and grass swales and rain gardens being designated for the relatively modest paved surfaces, but can be provided if needed for further review. As a single family residence, only local regulations and the SWPPP eNOI Construction General Permit are needed for compliance. A template SWPPP filing for the eNOI Construction General Permit is attached for reference. As noted in the Checklist, the Stormwater Management Report shall document compliance with each of the Stormwater Management Standards as provided in the Massachusetts Stormwater Handbook. The soils evaluation and calculations shall be done using the methodologies set forth in Volume 3 of the Massachusetts Stormwater Handbook. To ensure that the Stormwater Report is complete, applicants are required to fill in the Stormwater Report Checklist by checking the box to indicate that the specified information has been included in the Stormwater Report. If any of the information specified in the checklist has not been submitted, the applicant must provide an explanation. The completed Stormwater Report Checklist and Certification must be submitted with the Stormwater Report- ' The Stormwater Report may also include the Illicit Discharge Compliance Statement required by Standard 10. If not included in the Stormwater Report, the Illicit Discharge Compliance Statement must be submitted prior to the discharge of storrnwater runoff to the post-consttuctlon best management practices. s For some complex projects, it may not be possible to Include the Construction Period Erosion and Sedimentation Control Plan in the Stormwater Report. In that event, the issuing authority has the discretion to issue an Order of Conditions that approves the project and includes a condition requiring the proponent to submit the Construction Period Erosion and Sedimentation Control Plan before commencing any land disturbance acllVlty on the site. Standard 5: Land Uses With Higher Potential Pollutant Loads (LUHPPLs) ❑ The NPDES Multi -Sector General Permit covers the land use and the Stormwater Pollution Prevention Plan (SWPPP) has been included with the Stormwater Report. ❑ The NPDES Multi -Sector General Permit covers the land use and the SWPPP will be submitted prior to the discharge of stormwater to the post -construction stormwater BMPs. ❑ The NPDES Multi -Sector General Permit does not cover the land use. ❑ LUHPPLs are located at the site and industry specific source control and pollution prevention measures have been proposed to reduce or eliminate the exposure of LUHPPLs to rain, snow, snow melt and runoff, and been included in the long term Pollution Prevention Plan. ❑ All exposure has been eliminated. ❑ All exposure has not been eliminated and all BMPs selected are on MassDEP LUHPPL list. ❑ The LUHPPL has the potential to generate runoff with moderate to higher concentrations of oil and grease (e.g. all parking lots with >1000 vehicle trips per day) and the treatment train includes an oil grit separator, a filtering bioretention area, a sand filter or equivalent.
