Hi Karen,
I think you may have omitted the 2019 materials in what you sent, but I think I have a pretty good
understanding of the project. Based on the photographs submitted, it looks like there was historic material
lost when they demolished the middle section. I am always skeptical of determinations that an area is "unsafe
and needs to be demolished." I have seen many cases where additional bracing or supports are added to the
existing frame while still keeping the original materials that hold the building's history. I suspect that the
middle section of this building could have been addressed that way.
At this point, I think it makes sense for the Historical Commission to review the revised plans (showing all new
construction rather than just second floor alterations) and determine whether the applicant will adequately
replicate the materials and details that were lost and whether the remaining historic structure will be
adequately protected during the work. The applicant should submit a letter and plans to show how they will
address these concerns. I would not recommend allowing work on the right hand part of the building while
the middle is being reviewed because it could limit the board's decision options. In addition, it seems
appropriate to create a disincentive to demolish areas that were intended to be preserved.
The Historical Commission has the right to refer this project to the Cape Cod Commission for DRI review, but
our review in this case would likely not require anything beyond what I described above. Since our review

thresholds are cumulative, any additional work proposed on the historic building could trigger Cape Cod
Commission review.

Regarding the above, I’m attaching some history (apologies for the large file) that shows the evolution of the project
from the historical commission’s pov – the original 2019 review, the fall 2021 inquiry/floor area calculations, and the
