The plan change includes the installation of rip-rap around the concrete wing walls for the east culvert to dissipate the discharge flow of water coming from the culvert. The rip-rap will also dissipate the runoff erosion coming from the roadway. The rip-rap was installed as described in the original email, and is functioning as intended. The attached As-Built plan dated 06/07/2022 shows the location of the installed rip-rap. Therefore, on behalf of The Town of Yarmouth, we respectfully request a plan change for the rip-rap installation. A formal Certificate of Compliance and stamped as-built plans will be submitted separately upon completion and sign off of all the restoration work. Unfortunately, I couldn’t find the form you mentioned on the website to fill out, so hopefully the information below and attached will help convey the change we need to perform in the field. As discussed in our call, we are in the last stages of construction of the culvert replacement project and actually installed the east culvert (closest to the beach) yesterday connecting the salt marsh with Lewis Pond. Today we observed the first effects of the tidal flow and the culvert is working as intended, in fact so well that over 2 dozen horseshoe crabs used the culvert to go from Lewis Pond to the salt marsh on the south side of Sea Gull Rd (photo attached). We have discussed this with the Natural Resource Department to keep them informed. Unfortunately, we also observed significant erosion from the outfall on the Lewis Pond side when the tide ebbed last night/this mornin. We observed erosion about 6’-8’ out from the face of the new headwall in the area of the adjacent salt marsh (see photos). The observed in these photos was from 10:30 this morning an hour after low tide and the salt marsh was still draining, so the flow was less than during the full ebb cycle. Due to these observations, we need to make a slight design change from what was shown on the NOI plans and approved in the OOC (see attached plan for the east culvert). In order to protect the resource area in Lewis Pond, adjacent salt marsh, we need to install a riprap drainage apron from the headwall out about 7 feet, see attached hand sketch and photos. This will dissipate the discharge flow and will protect the adjacent salt marsh from scour/erosion during the tide cycles, and will protect the new headwall from being undermined due to the erosion. This change is all within the permitted limit of work and is only being installed to the area of the observed erosion to minimize its extent to protect the resource area. As part of the OOC conditions, we will be providing as-built plans for this project and can be reviewed/discussed in more detail upon completion. The project is at the point where final grading and repaving will be starting on Monday the 23rd and the revegetation will be completed next week for a project completion by Friday May 27th. We are looking to move forward with this necessary design change, and would appreciate any feedback from the Conservation Commission, or happy to discuss on site at the Town’s convenience.
