Dear Ms. Williams,
ESS Group, Inc. (ESS) has completed a technical stormwater peer review of the response to comments
prepared by CHA Consulting, Inc. dated June 16, 2022. The goal of the review was to determine if the
application is technically complete and to evaluate general compliance with the Yarmouth Stormwater
Management Regulations, effective July 1, 2021.
The following PDF documents prepared by CHA Consulting, Inc. were reviewed:
1. Site plans titled “Site Development Plans; 225 White's Path, Yarmouth, MA”, revised June 15, 2022
2. Draft NPDES SWPPP, revised June 2022
3. Stormwater Report, revised June 15, 2022
4. Long-Term Stormwater Pollution Prevention and Operation & Maintenance Plan, signed May 23,
2022.
The June 7, 2022 review comments are provided in italics below, followed by a review of the designer’s
response. Previous comments that have been adequately addressed with no further comment are excluded
for brevity.

2.05. Stormwater Management Performance Standards
(2) (d) Restrictions on the application of fertilizers…
The 7 items of this subsection should be included in the fertilizer section of the long-term Operation and
Maintenance plan for future reference by O&M personnel.
CHA states, “The Long-term Operation and Maintenance Plan has been updated to include the seven items
of the subsection. Please see the O&M plan in Section 2 of the revised Stormwater Report.” However, the
O&M plan provided has not been revised. It is recommended that the applicant provide a revised O&M
plan prior to approval.

Checklist for Stormwater Report
B. Stormwater Checklist and Certification
Registered Professional Engineer’s Certification
The checklist should be stamped and signed by the Professional Engineer.
CHA states, “The checklist is stamped and signed by a Professional Engineer. Please see the checklist
included in the Stormwater Report.” However, the checklist provided has not been stamped and signed. It
is recommended that the applicant provide a stamped and signed checklist prior to approval.
Findings
Based on a review of the documents listed above, it is ESS’s opinion that the application is in general
compliance with the Yarmouth Stormwater Management Regulations and, with two exceptions, technically
complete. It is recommended that the applicant provide a revised O&M plan and stormwater checklist prior
to approval as described above. Further peer review is not warranted for these minor submissions.
