Yarmouth, MA Owners: Steven & Gail Trulli Dear Commission Members, JMO-8123 In compliance with the Order of Conditions imposed on the above referenced property, We hereby certify that the above mentioned property is in substantial compliance with the Order of Conditions and request that a Certificate of Compliance be issued at your earliest convenience. J.M.OREILLY & ASSOCIATES, INC. worked in conjunction with Crawford Land Management (formerly Jenick Studio) to develop a Coastal Bank Stabilization Plan including COIR fiber roll array, to address the Coastal Bank Erosion, coir blankets and native grass plantings, and salt marsh restoration at the toe of the Bank. The planning also included landscape activities around the existing dwelling, including new walkways, a new patio, replacement of beach access stairs and English Ivy removal & restoration of lawn area. Coastal Bank Restoration: The fiber rolls were constructed per plans, along with coir matting and native grass plantings. The bottom coir fiber roll has deteriorated and has caused some minor erosion at the toe of the coastal bank. Scour was also noted at the northern end of the property, just south of the wooden bulkhead on the neighboring property. Salt Marsh creation/restoration was completed along the toe of the bank and appears to have been successful with exception of the Northern end of the property (just South of the neighboring wooden bulkhead). Landscape Activities: Please refer to Jenick Studio Landscape Plan dated 4/21/16, Revised 8/30/16 (LS PLAN) and J.M.O'REILLY &ASSOCIATES, As Built Site Plan (10/14/22) and Proposed Site Plan (4/21/16). The timber wall along the South lot line was replaced in the original location and not moved back 5 Feet from the Coastal Bank, per LS Plan. The stone retaining wall (149 SF) extends to Blue Rock Road beyond the approved location. As stated, we are hereby requesting a Certificate of Compliance for the Order of Conditions described below. The owner will be re filing a new Notice of Intent to mitigate the erosion and or scour located along the toe of the Coastal Bank. The Amended Order of Conditions was issued on 11/7/2016 and recorded at the Barnstable Land Court Registry on 11/29/2016 as Doc. #1,309,509. Should you have any questions, please contact me directly.
