Application #2022-2 for a revised project at 1272, 1276 & 1282 Route 28 in South Yarmouth (Assessor Map 60, Parcels 130, 131& 132). The application was submitted to the Planning Board on September 29, 2022 by Ekaterina & Family LLC (Jay Mart), and Jay Imad, Trustee of the Cedars of Lebanon Trust. The CEDC had reviewed a previous ROAD Application #2022-1 back in May of 2022. The Applicants have resubmitted the project to try to address comments received during the Planning Board’s Public Hearing on this earlier application which was ultimately withdrawn without prejudice. The new plan has been modified to include the parcel to the east (1272 Rte 28) and reduces the size of the mixed-use building from 6,560 sf to 4,000 sf, and the number of pumps from 5 to 4. The mixed-use building would still have a convenience store and drive-thru on the first floor and four (4) residential apartments on the second floor. The lots currently contains five cottages, a small convenience store and two gas pumps with canopy. The attached application materials include a brief narrative from the applicant regarding the economic benefits of the project. Per the requirements of Section 411 – Revitalization Overlay Architectural District (R.O.A.D.) of the Zoning Bylaw, the application is being submitted to the CEDC for your review and comments related to the overall project and its economic benefits. Review of this project is currently on the CEDC Agenda for your October 11, 2022. The Public Hearing with the Planning Board is scheduled for November 16th. Your input on the project would be greatly appreciated. ATTACHMENTS:  ROAD Application Form  Project Narrative  Site Plan Review Comment Sheet  Site and Architectural Plans Planning Division TO: Yarmouth Planning Board FROM: Community and Economic Development Committee (CEDC) SUBJECT: 1272, 1276, and 1282 Route 28 ROAD Application DATE: October 12, 2022 The Yarmouth Community and Economic Committee recently met to discuss the ROAD application for the properties located at 1272, 1276 and 1282 Route 28. The committee was presented details by project proponents and voted to recommend to the Planning Board that the project presents economic benefits to the Yarmouth community. It was noted that this project will create eight additional jobs in Yarmouth, with some being full time positions with benefits. The new residential units above the commercial space also present a benefit to the town, as mixed-use projects help address community housing needs without eroding the town’s commercial property stock. And finally, the additional tax revenue the town will realize from this project is estimated at an annual increase of $27,500 which presents monetary benefits for the Town.
