The reasons I emphasize in this letter are mainly economic, although there are many other equally important reasons. As you probably know, the course under its prior name (KingsWay Golf Course), was allowed public play until relatively recently. I offer the following observations and opinions for your consideration. 1 - Although your first reaction might be that allowing public play here would reduce the number of rounds played at Yarmouth's two municipal courses, the fact is that TCY is a much shorter and less competitive course than the Town's courses, which are full length and offer much greater challenge. Regarding the beauty of the course, I think they are equal, but while casual golfers appreciate that, more serious golfers want to play at a regulation length course. Thus, I feel TCY public here will have little downward effect on play and revenue at the Town's courses. 2—TCY is now in very serious economic peril, and if 8,000 rounds of public play are not approved now by your Board (I understand the KingsWay Trust/TCY proposal passed all other recent Town reviews), it is quite sure that TCY will go out of business by year-end. As you may know, the golf club has been supported by add-on monthly assessments to all KingsWay residents (including Heatherwood) since 2006. These are now proposed to be greatly increased in 2010—to aggregate roughly $500,000 in 2010. Even that very unwelcome assessment of residents will not save TCY from financial failure and closure soon if the requested 8,000 rounds of public play are not allowed. 3 —If the golf course is closed (no other company has been found which is willing to take it over), the lost beauty of the golf holes will significantly further decrease the selling price of the 456 condominium units (and to a lesser extent, the approximately 192 units in Heatherwood). That will of course decrease the Town's assessed value of those units, and thus the property tax revenue which the Town receives from these units. 4—As an example of how the value of abutting properties are also increased by proximity to this golf course, enclosed is a sales sheet from a home on a long driveway off Route 6A (just west of Fiddler's Green business center) planned next to the 18th tee of the golf course, with a view of the fountain in a pond on that hole. Some enclosed photos which I took recently illustrate how the view of the golf course is a selling point for that site. 5 - On the KingsWay site, most of the normally Town-paid services are provided by the residents, through fees we homeowners pay to the KingsWay Trust and KingsWay Condominium Trust. These include, for example: public roads (construction and maintenance); waste water treatment (probably the best on Cape Cod), wells to re-circulate water for golf course irrigation, buried utilities such as electricity,telephone and internet communication (which greatly reduced Town original and maintenance costs for these services), practically no students in Town schools, etc. In return, this small request should be granted.
