Request for Review (continued from May 26 and August 11, 2016): PETITION #4485: Seaview Motel Condominium Trust, 785 Route 28, South Yarmouth. A request to be placed on Board's Agenda for required Review as set forth in Decision #4485. Attorney Anthony Bowers addressed the Board stating that Phase 1 was complete, Phase 2 the siding was complete on units 7, 8 and 9 and Phase 3 would be done in the fall of 2017. Prior to the start of the meeting, Attorney Bowers had a conversation with Kathy Williams, Town Planner, and from that conversation was made aware that Phase 1 has not been completed. (See letter dated 12.08.16 from Ms. Williams to the ZBA). The Board felt that great improvement and good effort has been shown and the planting will be done in the spring. Discussion continued about completing Phase 1 and it was agreed that the Petitioner will send a letter of compliance June 1, 2017. No one was present in the audience. Agreement for Extension was signed and Petitioner will return to the ZBA on June 22, 2017 for further updates. It is my understanding that the applicant is coming before the ZBA on December 8, 2016 to provide a status update to the Board. The applicant has made significant progress and the efforts to date have substantially improved the property. All site work as shown in the Proposed Conditions Site Plan, last revised October 14, 2014, was to be completed as part of Phase 1. However, based on a December 8th site visit, the following site work needs to be completed and has been highlighted on the attached copy of the Proposed Conditions Site Plan. 1. Green Space and Buffer areas: All shaded green areas are to have pavement or gravel removed, and be loamed and seeded to turn these areas into green space. 2. Landscaping: The 8 trees and 8 shrubs identified on the site plan need to be planted. 3. Parking along Seaview Avenue: A section of fencing along the parking area off Seaview Ave needs to be installed to direct people to park as shown in the plan (parallel to Seaview). This parallel parking allows vehicles to turn around on-site and not back out onto Seaview Avenue. A new wide curb cut apron has been paved which encourages people to park perpendicular to Seaview Ave and back out into Seaview Ave. The fencing to the north and the existing trees to the south help to prevent this from happening.
