Construct an armor stone revetment for storm protection along the shore to replace the existing
concrete seawall at the properties included in the project site. The project scope is limited to the
approximate 430 linear foot armor stone revetment, to be constructed from beach grade elevation 17'
NAVD88 with plantings to match existing upland area.

PROJECT NARRATIVE
A. PROJECT DESCRIPTION
General
Malcolm Chase (the applicant) is proposing to conduct a seawall replacement to the existing shoreline
protection system that abuts the properties of 1111 and 1121 Great Island Road (the project site) on Great
Island in Yarmouth, Massachusetts. Every year during the winter storm season, the retaining wall and
existing bank that protects the adjacent properties are exposed to the Nor’easters that hit New England as
it is exposed to the full fetch of Nantucket Sound and the Atlantic Ocean. Currently, the only protections in
front of the bank are the existing groins and seawalls Licensed under DPW License No. 197 (Issued:
10/18/1976). The applicant is looking to replace the existing retaining wall with an armor stone revetment
designed to protect the properties through the FEMA projected one-in-one-hundred-year storm event. To
support the functionality of the revetment, reduce impacts to the resource area, and support resource area
interactions, the existing licensed seawall in front of the property will be removed as part of the proposed
project work.
For reference to the site’s location, a locus map of the proposed repair site is provided in Exhibit A, and site
photos of the repair area are provided in Exhibit C. Provided that all required regulatory approvals are
obtained, it is the applicant’s objective to construct the proposed project during the spring 2023.
Presented below is a general description of the proposed work included in the Seawall Replacement Project
at 1111-1121 Great Island Road. Subsequent sections of this narrative provide details pertaining to the
existing project site, the proposed work plan and construction methodologies, required regulatory
approvals, coastal resource area impacts, and performance standards per 310 CMR 10.0 & Time of Year
Wetland Bylaw, Chapter 143, and design alternatives analysis.
Retaining Wall Removal
Great Island has over one hundred (100) engineered shoreline protection systems and strategies ranging
from timber and stone jetties to retaining walls and beach nourishment practices. In front of the property
at the project site, there is a set of seawalls that were licensed in 1976 that will be removed from the
property to improve the beach system in front of the bank. This seawall demolition will return approximately
715 square feet and over 275 linear feet of coastal beach to its original state and will immediately restore
the natural environment of the coastal beach.
Armor Stone Revetment
Once the existing seawall has been removed, the proposed revetment will be constructed following the
construction requirements in accordance with the Massachusetts Wetlands Protection Act 310 CMR 10 and
all Town of Yarmouth applicable bylaws. The proposed armor stone revetment is designed with a 1.5:1 slope,
being supported by 10-ton buried toe stones and bank protection comprised of an engineered filter layer to
prevent sediment loss topped with a dual layer of 2 -3 ton armor stone as its main protection system. The
revetment is designed to elevation 17’ NAVD88 to protect the property from the predicted FEMA Flood VE
Zone elevation 15’ one-in-one-hundred-year storm events.

Native Plantings
To support the revetment and reduce sediment loss from the upland area of the protected property, the
design includes the planting of several native plant species above the proposed revetment to tie the top of
the revetment to the landward existing grade. This will allow for the continuance of plant growth landward
of the structure and support the upland area from washing out from storm surge over wash and rain
watersheds while using a natural approach.
The proposed plans for the retaining wall removal, shoreline protection system, and general native plantings
installation are provided in Exhibit I.
B. SITE DESCRIPTION
Great Island is a private community made up of 44 homes on a six-hundred (600) acre peninsula located
approximately three (3) miles southeast of Hyannis Harbor and two and a half (2.5) miles southwest of West
Yarmouth Center. The landscape consists largely of underdeveloped properties, a variety of beaches and
dunes, salt marsh, fields, and wooded areas. Great Island’s shoreline is extremely unique in that it is currently
protected/stabilized by 103 licensed coastal protection structures (groins, jetties, and seawalls) along with
several licensed recreational structures . The project site is located on the island’s southwest side and has
similar characteristics to the rest of the island. A project vicinity map is provided in Exhibit A.
The property is currently protected by a set of licensed retaining walls that have become undersized and
require a replacement with an improved shoreline protection system. The existing retaining walls are
approximately 1 foot above the existing beach grade and have top elevations between +4 and 6 NAVD88.
Photographs of the existing retaining walls are provided below and in Exhibit C.

Using Mean Low Water as a reference Datum (MLW=0.00’), the Mean High Water (MHW), and Annual High
Tide Line (AHTL) elevations are +3.29 feet and +4.46 feet, approximately. The project site is located in a

FEMA Flood Zone VE Elevation 15’ NAVD88 (+17 feet MLW) which is seaward of a FEMA X Zone with the
delineation aligning to the existing bank as defined by Exhibit D: FEMA Map Number 25001C0782J.
Regarding the shoreline, according to the Massachusetts Coastal Zone Management (MACZM) Shoreline
Change Project, the shoreline in front of the property has been rated with an average erosion of 0.03 feet
per year change on average in the long-term and short-term trends, with the shoreline receding
approximately 13’ in the last 30 years.
With the site being located along the Great Island Shoreline on Nantucket Sound, the entire project site is
comprised of several coastal resource areas. The existing coastal resource areas are natural and man-made,
working from the ocean landward, starting with Land Under the Ocean (LUO), through Coastal Beach with
man-made and natural Rocky Intertidal and the abutting Coastal Bank all located within land subject to
coastal storm flowage (LSCSF).
C. PROPOSED WORK PLAN
The applicant’s objective is to secure all required regulatory approvals required for the proposed seawall
replacement in order for construction to occur during Spring 2023. The proposed work plans are provided
in Exhibit I.
To begin the work, The contractor will first set up a staging area to the north of the project area in the lawn
area called out on the project plans in Exhibit I. Following the staging set up, the contractor will construct a
temporary access ramp that will be built with beach-compatible materials. Once the contractor has access,
the removal of the existing retaining wall will be performed using an excavator and front-end loader. The
removed beach material from the excavation process will be placed seaward of the excavation limits for the
armor stone revetment to act as a cofferdam for construction. The contractor will begin stockpiling the stone
upland of the proposed armor stone revetment during the retaining wall removal. The contractor will
construct sections of the armor stone revetment behind the removed portion of the retaining wall to reduce
temporary impacts for each portion of the revetment. The construction of the revetment will start
approximately 50 feet north of 1121 Great Island Road and work south down the beach while leaving the
temporary construction slope accessible to keep the machinery out of the resource area outside of working
hours. All stonework will be completed using an excavator with stone movement being performed by dump
trucks (upland) and front loaders (beachfront). Finally, the placement of fill and native plantings above the
revetment to reduce upland erosion will be installed by the contractor restoring the remaining disturbed
upland area to existing conditions after construction.
D. CONSTRUCTION METHODOLOGY & PROTECTION OF RESOURCE AREAS
The proposed construction will consist of the excavation and removal of the existing retaining wall along the
beach in front of the property, and all proposed work will consist of constructing an armor stone revetment
with 2-3 ton stone with 10-ton toe stones sitting on a filter layer consisting of filter fabric and mixed crushed
stone from 3-8 inches. Following the construction of the revetment, bank-compatible fill and native species
plants will be planted to restore the upland bank to replicate its exist ing conditions and upland support
erosion control.

To start construction, the contractor will mobilize to the site using the upland access via Great Island Road
and install a temporary construction road and staging area landward of the existing stone wall on the 1121
Great Island Road lot. Following the temporary construction access, appropriate erosion controls will be
installed between the staging area and resource areas. Once the required construction equipment is on s ite
and erosion controls are installed, a temporary access ramp made of beach-compatible material will be
constructed from the upland area down to the beach and the revetment armor stone stockpile will follow
the equipment mobilization.
Following mobilization and staging, the contractor will begin removing the existing retaining wall using an
excavator and front-end loader to remove the portions of the wall offsite. This will be done in segments and
will have the adjacent revetment construction performed behind a temporary cofferdam constructed with
the excavated beach material and additional beach-compatible material delivered to the site. The revetment
will be constructed in 25-to-50-foot segments behind the temporary cofferdam, following the construction
process listed below. The Contractor shall minimize impacts to coastal resource areas at all times during the
proposed work.
1. Remove existing bank material within the footprint of the proposed revetment and place the
following;
2. Filter fabric to cover the exposed slope
3. 18” thick layer of 3” to 8” crushed stone on top of filter fabric and wrap filter fabric around the top
and bottom of the slope
4. 10-ton toe stone on top of the filter layers exposed at existing grade
5. 6.5’ thick layer of 2-3 ton armor stone from the toe stone elevation to elevation +17 NAVD88
6. Bank-compatible material placed from the front of the revetment elevation +17 NAVD88 to the
existing grade landward of the revetment.
Anticipated impacts during construction are further assessed below:
• Effects on Marine/Wildlife Habitat: All construction activities will be performed outside of the TOY
established by MA DMF and MA NHESP.
• Effects on Essential Fish Habitat: The proposed construction operations are not expected to have any
significant long-term negative effects on finfish that inhabit Great Island or the surrounding area. No
work is proposed within the limits of seagrass beds. Temporary increases in turbidity/suspended
solids are anticipated to occur during the time of active construction as minor excavation and
temporary construction cofferdams are proposed. The contractor will follow all TOY restrictions
established by the MA DMF and MA NHESP and construction requirements in accordance with the
Massachusetts Wetlands Protection Act 310 CMR 10 and all Town of Yarmouth applicable bylaws.
• Archeological and Historic Resources: No historical or archaeological resources are expected to be
found within the proposed construction area.
• Air Quality: No direct or indirect increases or other changes in local or regional air quality are likely
to occur during the construction of the proposed project.

E. REGULATORY APPROVALS
In addition to the NOI review, the following local permits/approvals/reviews are anticipated to be required
for the proposed project:
Local Regulatory Compliance:
All proposed work complies with the applicable performance standards of the Town of Yarmouth Wetland
Protection Regulations, which overlap those performance standards contained in the WPA regulations.
Per Section 1.09 (1.h) Submittal Requirements, of the Yarmouth Wetl and Regulations:
Coastal projects such as, but not limited to, docks, piers, bulkheads, revetments, dredging and boardwalks
shall require submittal of all Notice of Intent, plans and supplemental information to the Town of Yarmouth
Waterways/Shellfish Committee via the Natural Resources office by certified mail or hand delivery. The
applicant or his representative must provide the Conservation office proof that this has been done or the
filing will not be accepted by the Conservation office.
Proof of delivery for local shellfish review has been included in the original hard copy and is available upon
request.
Local Shellfish Habitat Review:
According to the Division of Marine Fisheries (DMF), the proposed construction area is not within a shellfish
habitat, and/or spawning habitat for horseshoe crabs (Limulus polyphemus), which deposit their eggs in the
upper intertidal regions of sandy beaches during high tides from late spring to early summer.
F. ASSESSMENT OF RESOURCE AREA IMPACTS
Coastal Resource Areas
The proposed project is a water-dependent project that has been designed and will be constructed, using
the best available measures to avoid and minimize adverse impacts to coastal resource areas to the greatest
extent practicable. The following coastal wetland resource areas have been identified within the vicinity of
the project area, as defined under the Massachusetts Wetland Protection Act (MA WPA) and per M.G.L. c.
131 sec 40 and Regulations 310 CMR 10.00: Coastal Beach, Rocky Intertidal Shore, Coastal Bank, and Land
Subject to Coastal Storm Flowage (LSCSF).
Pursuant to 310 CMR 10.00, the above-listed coastal resource areas are to be regulated in order to
contribute to the following public interests:
• Flood control,
• Storm damage prevention; and/or
• Protection of marine fisheries and wildlife habitat
The proposed seawall replacement will be performed to remove the undersized retaining wall from the
coastal beach resource area and replace it with the recommended FEMA flood storm-sized stone revetment
lining the bank. All work will be performed when marine and wildlife activity is least active and within the

established TOY restrictions for the species of concern. The paragraphs presented below provide the
following information:
• Identification and definition of each coastal wetland resource area to be permanently or temporarily
impacted by proposed activities;
• An assessment of the magnitude of anticipated impacts on each coastal wetland resource
area/habitat; and
• Discussion on how the proposed activities meet the performance standards for each coastal wetland
resource area impacted.
❖ Coastal Beach (310 CMR 10.27)
Coastal Beach is defined as “unconsolidated sediment subject to wave, tidal and coastal storm action which
forms the gently sloping shore of a body of salt water and includes tidal flats . Coastal beaches extend from
the mean low water line landward to the dune line, coastal bank line or the seaward edge of existing human -
made structures when these structures replace one of the above lines, whichever is closest to the ocean.”
Coastal beaches may play an important role in storm damage prevention, flood cont rol, and the protection
of marine fisheries similar to LUO. They may also be significant to the protection of Land Containing Shellfish
when shellfish are present. Coastal Beaches may reduce wave energy, and natural beaches provide sediment
to LUO, which serves as a buffer to storm waves.
Seawall Replacement
Construction impacts to coastal beach, although relatively minor, are expected to be both temporary and
permanent. Temporary impacts to coastal beach are anticipated during the removal of the existing retaining
wall along with the temporary construction cofferdam for the armor stone revetment with any beach-
compatible material being brought to the project site remaining on the beach after construction is completed.
As part of this project, the removal of the undersized retaining wall will be removed. The retaining wall
removal will give the beach back approximately 715 square feet and roughly 275 linear feet of the previously
impacted area. This will allow for the beach to interact with the adja cent resource areas, which were
previously interrupted by the concrete retaining wall.
With the removal of the retaining wall, the replacement proposed as a revetment will leave the beach clear
of interruptions, while providing sediment storage for the b each. Permanent impacts to the coastal beach
are anticipated as the proposed toe of the revetment is expected to be buried in front of the toe of the bank
and will impact the coastal beach seaward. The anticipated impacts are expected to be both temporary and
permanent, with temporary impacts expected to be 11,150 SF± (0.26 acres±) and permanent impacts
expected to be 2,536 SF± (0.06 acres±) of coastal beach.
Storm Damage/Flood Control
o Volume (Quantity of Sediments) and Form: The proposed work will not result in a change in flood
storage capacity at the project site.
o Ability to Respond to Wave Action: The proposed work will result in no change in wave
heights/velocities impacting the shoreline, but it will significantly improve the ability of the
resource area to respond to wave action.

Protection of Marine Fisheries or Wildlife Habitat
o Water Circulation: The proposed work will not permanently impact water circulation or result in
a major change in flushing rate, with no change in temperature, and only temporary minor
changes in turbidity levels during construction. The water circulation within the project area is
primarily a result of tidal flushing and storm surges.
o Distribution of Grain Size: The proposed work is expected to have little or no change in the
distribution of grain size. All material outside of stones used for the seawall structure will be beach
compatible and will not change the distribution of grain size.
o Water Quality: Turbidity and the re-suspension of solids are anticipated to be only temporary and
only during the construction process.
o Relief and Elevation: There is no expected change to relief and elevation as a result of the
proposed work.
Storm Damage Prevention, Flood Control or Protection of Wildlife Habitat
o Increasing Erosion: The proposed repairs will not result in a change in wave heights/velocities, and
such, it will not increase erosion.
o Decreasing Volume: The proposed work will not result in a significant volume loss within Coastal
Beach. Accordingly, the ability for coastal beaches to provide storm damage, flood control or
protection to wildlife will virtually remain unaffected.
o Changing Form of Any Coastal Beach or an Adjacent Downdrift Beach: The ability for coastal
beaches to provide storm damage, flood control or protection to wildlife will virtually remain
unaffected.
❖ Rocky Intertidal Shores (310 CMR 10.31)
Rocky Intertidal Shores is defined as “naturally occurring rocky areas, such as bedrock or boulder strewn
areas between the mean high water line and the mean low water line.” Rocky intertidal shores are likely
to be significant to storm damage prevention, flood control, protection of marine fisheries and wildlife
habitat and where there are shellfish, protection of lan d containing shellfish. When a rocky intertidal
shore is determined to be significant to storm damage prevention, flood control, or protection of wildlife
habitat the form and volume of exposed intertidal bedrock and boulders are critical to the protection of
those interests. (310 CMR 10.31(1 and 2)) The anticipated impacts are expected to be only temporary,
totaling 860 SF± (0.01 acres±). The project’s alignment with the rocky intertidal shore performance
standards are detailed below.
When a Rocky Intertidal Shore Is Determined to Be Significant to Storm Damage Prevention, Flood Control,
or Protection of Wildlife Habitat, any proposed project shall be designed and constructed, using the best
practical measures, so as to minimize adverse effects on the form and volume of exposed intertidal
bedrock and boulders.
o The proposed replacement structures have minimized areas of rocky intertidal shore impacts to
the lowest extent practicable. All impacts to rocky intertidal shore will be temporary in nature and
will be restored to existing conditions after construction.

When a Rocky Intertidal Shore is determined to be significant to the protection of marine fisheries or
wildlife habitat, any proposed project shall if water-dependent be designed and constructed, using best
available measures, so as to minimize adverse effects, and if non -water-dependent, have no adverse
effects, on water circulation and water quality. Water quality impacts include, but are not limited to, other
than natural fluctuations in the le vels of dissolved oxygen, temperature or turbidity, or the addition of
pollutants.
o The revetment is proposed to be above the MHW line and will not impose on the existing rocky
intertidal shore. All impacts to rocky intertidal shore will be temporary in n ature and will be
restored to existing conditions after construction.
Notwithstanding the provisions of 310 CMR 10.31(3) and (4), no project may be permitted which will have
any adverse effect on specified habitat sites of rare vertebrate or invertebrate species, as identified by
procedures established under 310 CMR 10.37.
o Project site is not located in mapped NHESP habitat as per 11/28/2022 GIS.
❖ Coastal Bank (310 CMR 10.30)
Coastal Banks are defined as “the seaward face or side of any elevated landform, other than a coastal
dune, which lies at the landward edge of a coastal beach, land subject to tidal action, or other wetland”.
Coastal banks are likely to be significant to storm damage prevention and flood control. Coastal banks
that supply sediment to coastal beaches, coastal dunes, and barrier beaches are per se significant to storm
damage prevention and flood control. Coastal banks that, because of their height, provide a buffer to
upland areas from storm waters are significant to storm damage preven tion and flood control. A
particular coastal bank may serve both as a sediment source and as a buffer, or it may serve only one
role. (310 CMR 10.30(2)) The anticipated impacts to coastal bank are expected to be permanent, totaling
430 LF.
The project site’s existing coastal bank is believed to fall into the second category of a coastal bank where
the coastal bank serves as a vertical buffer to the upland areas from stormwater, preventing storm
damage and acting as the major proponent of flood control.
With the existing coastal bank acting as vertical storm damage and flood control prevention, the proposed
project will only improve the coastal bank’s ability to act as vertical protection to storm damage and
flooding. The proposed seawall replacement is anticipated to impact approximately 430 linear feet of the
existing coastal bank.
Following the expected determination of the existing coastal bank to be significant to storm damage
prevention or flood control because it is a vertical buffer to storm waters, the following requirements
apply (310 CMR 10.30 (5)):
Top of Bank Erosion, Sediment Supply, Effect on Specified Habitat Sites
o Top of Bank Erosion: The proposed project is expected to have no adverse effects on the stability
of the coastal bank.

o Sediment Supply: The proposed project site is located on a bank that is not a significant supplier
of sediment to coastal beaches, coastal dunes, and barrier beaches.
o Specified Habitats Sites: The proposed project is not located within a specified habitat site of rare
vertebrate or invertebrate species.
❖ Land Subject to Coastal Storm Flowage (310 CMR 10.04)
Land Subject to Coastal Storm Flowage is land subje ct to any inundation caused by coastal storms up to
and including that caused by the 100-year storm, surge of record or storm of record, whichever is greater.
The areas mapped by the Federal Emergency Management Agency (FEMA) on community Flood
Insurance Rate Maps (FIRM) as the 100-year flood plain within the coastal zone are included within LSCSF,
see Exhibit D for FEMA Map Number 25001C0782J. LSCSF may be significant to the interests of storm
damage prevention, flood control, pollution prevention and wil dlife habitat. LSCSF in this area contains
other jurisdictional resource areas which are important for storm damage prevention and flood control.
There are currently no performance standards for work in LSCSF under the MA WPA. The rehabilitation
of the existing mortared revetment and stone seawall will not alter the flood storage of eroded land
and/or storm damage prevention capacity of the site or existing drainage patterns. Construction will not
require the use of a temporary steel sheet pile cofferdam. During construction, temporary LSCSF impacts
beyond the existing structure footprint, are anticipated to include the maneuvering of excavators and
rock trucks to/from the site (12,010 SF± of temporary impacts). The proposed project meets the
performance standards for LSCSF as follows:
o Other Resource Areas: The proposed reconstruction of structures are located within a mapped VE
zone (El. 15’ NAVD88) and located along the Coastal Beach and Coastal Bank.
o Flood Control and Storm Damage Prevention: The proposed reconstruction of structures will create
a uniform flood protection elevation and will not increase the elevation or velocity of flood waters
or increase flow due to changes in drainage of flowage characteristics.
o Sea Level Rise: The proposed revetment will have a top elevation of 17 feet NAVD88 which is
approximately 2 feet above the 100-year flood elevation of 21’ NAVD88 that is mapped for this site.
Land Subject to Coastal Storm Flowage Town by-laws:
o Existing septic system and cesspool repairs will be allowed provided they substantially meet all Title
5 and local Board of Health thresholds. – There are no septic system or cesspool repairs required.
o All groundwater elevations shall incorporate seasonable adjustments if test holes and or leaching
components are 100 feet or closer from major estuaries. – Not applicable for this project.
o Any proposed deck, shed, or other similar structure must be securely anchored to a footing or
foundation. – A ten-ton toe stone will be placed at the bottom of the proposed revetment
structure.

❖ PRIORITY/ESTIMATED HABITAT
The entire proposed work area is located outside of the Estimated Habitat (EH) of Rare Wildlife and Priority
Habitat (PH) for Rare Species, as designated by the latest map revisions issued by the Massachusetts Natural
Heritage and Endangered Species Program (NHESP) in August 2021. Habitat maps are provided in Exhibit E.
See the table below for a summary of the anticipated resource area impacts:

G. ALTERNATIVES ANALYSIS
The construction alternatives considered outside of no build include the following listed proposed work
plans below with further information about said alternatives following:
o Remove existing wall and replace with armor stone revetment
o Remove and replace existing retaining wall
o Remove existing wall and replace with vertical wall at the toe of the bank
CONSTRUCTION ALTERNATIVES
Summarized below are the construction alternatives that have been considered for pier repairs for the
proposed project.
Alternative One (1) – Remove the existing retaining wall and replace it with armor stone revetment
(Selected)
Under Alternative One (1), the existing seawall will be removed, and an engineered armor stone revetment
will replace it along the bank adjacent to the beach. The construction of the engineered armo r stone
revetment will begin with the excavation and removal of the existing concrete vertical wall, followed by the
excavation of the existing bank, placement of filter fabric, 18” min layer of 3” to 8” crushed stone, 10 -ton
toe stones, and 6.5’ thick double layer of 2-3 ton armor stone. To support the upland area and prevent any
over wash from eroding the bank, native vegetation will be planted on top of the proposed armor stone
revetment to work as a natural anchor for the proposed backfill. See the typical design section below for the

Alternative Two (2) – Remove and replace the existing revetment wall with a vertical wall
Under Alternative Two (2), the existing seawall will be removed, and an engineered vertical wall will be
installed in its place. The construction of the engineered vertical wall will begin with the excavation and
removal of the existing concrete vertical wall, followed by the excavation of the existing beach for the
placement of concrete forms for the footing of the vertical wall.

Alternative Three (3) – Remove the existing retaining wall and replace with vertical wall and fill
Under Alternative Three (3), the piles would be cleaned and recoated. Pier piles will be wrapped to one (1)
foot below mudline and float piles will be sleeved one (1) foot below mudline.
Based on the above, Alternative One (1) is the preferred repair method. Alternative Two (2) would leave the
piles exposed in their current condition, requiring further repairs at a later date. Alternative Three (3) would
result in total reliance on jackets/sleeves leaving the steel piles vulnerable to corrosion by the absence of
the direct current created by the system.

H. SUMMARY
The applicant is proposing to conduct a seawall replacement to the existing shoreline protection system
that abuts the properties of the project site on Great Island in Yarmouth, Massachusetts. Currently, the
only protections in front of the properties are debilitated groins and seawalls licensed under DPW
License No. 197 (Issued: 10/18/1976) that have been misplaced and buried over time. The applicant is
looking to replace the existing retaining wall in front of the property with an armor stone revetment
designed to protect the properties through the anticipated storm events. To support the functionality of
the revetment, reduce impacts and support the natural interactions with the resource areas, the existing
licensed seawall in front of the property will be removed, and a revetment along the bank will be installed
to improve the ability of the shoreline to protect the properties from storm damages and flooding.
