The 32,575 s.f. property is improved with an existing single-family dwelling. It is surrounded by residences and is bordered to the West by a Bordering Vegetated Wetland at the top of the bank along an overgrown cranberry bog. The resource areas and their associated buffers are plotted on the enclosed Site Plan by Down Cape Engineering. An addition off the rear of the house is proposed. 405 s.f. of mitigation plantings are proposed to offset the increase of 402 s.f. of hardscape within the 50'-100' buffer. Other than the mitigation plantings no work is proposed within the 50' buffer to the BVW. The existing 3-bedroom septic system was installed in 2018 and will remain. A work limit line of staked silt fence has been established at the edge of the disturbed areas. All work limit lines shall remain in place until all construction is completed and areas are planted and stable. Exposed soils will be locmed and seeded within 30 days of completion of the work and final grading work as weather permits. No work will take place within any resource area or within Priority/Estimated Habitat of endangered species. Bordering Vegetated Wetland (310 CMR 10.55) The Bordering Vegetated Wetland was located by Down Cape Engineering at the top of the bank along the overgrown bog. The closest part of the proposed addition will be 80.9 to the BVW. No adverse effects from the work are expected, as the work limit line shall remain staked in place until all work is complete and the site is stazed. The BVW will continue to act fully in its capacity to provide habitat and food sources for wildlife. The proposed mitigation plantings will help enhance this buffer and provide additional protection and wildlife habitat. Compliance with the MA Wetlands Protection Act and Yarmouth Bylaw: The proposed construction activities will not have a deleterious effect upon any wetland values as listed in the Bylaw. Roof drywells are proposed and will decrease the surface runoff. The silt fence will contain construction activities. Construction Protocol All machinery will access the areas of proposed construction through the existing driveway. The surveyor will confirm the work limit stakes prior to any work commencing, in accordance with the approved plan. The contractor shall provide a silt fence, backed by coir logs as needed. The plantings will be installed, addition will be constructed, and final grading and landscaping will be installed. The silt barrier will not be removed until the site is fully stabilized. Alternatives Analysis The existing site could remain as is, but the owners would like to increase the living space within the existing dwelling.
