This Tower does not fit with our vision for our main commercial corridor, nor does it comply with intent of section408 of our zoning bylaw, requiring many waivers from these standards including:l_40g.7.1General. All communications Facilities shall be designed and sited so as to have the least adverse visualeffect on the environment.o 40g.7.5.1 Scenic Landscapes and Vistas - Personal Wireless Service Facilities shall not be located within openareas that are discernable from public roads, recreational areas, or residential development. Application complies'o 40g.7.6.1 Height, General. Regardless of the type of mount, _Personal wireless Service Facilities shall be no higherthan ten feet above the averag-e height of buildings within 300 feet of the proposed facility. The ProPosedshall provideaThe tower is highly visible due to its height and the removal of the taller trees alongthe south and east side ofthe tower, essentially creating an open areaand eliminating all significant screening from Route 28 and some ofForest Road. The proposed plantings will onlyscreen the ground equiPment whichis not housed inside astructure, but is ground mounted in a fenced in area(screening of the pad mounted transformerand replacementofdead buffertreeshould also be provided). The tower does not comply with the height requirements just becauseit is less than 200'. The bYlaw saYs10' above the tree line, but in no caseexceeding 200' (in casethere are verYtall trees in the area),so a waiver would be requiredToaD tn coveraqe.Aesthetics: lt is imPossible to camouflage or screen a1 10' tall cell tower which is further exacerbated by the removal of thetaller stand of trees alongRoute 28. Another oPtion would be to camouflagethe tower in plain sight to make it a focal pointrather than visual clutter. However, the applicant'sattempt to address the aestheticconcerns of this highly visible site bydesigningthe tower to simulate a "clock tower" is highlyinadequate. The design as presentedreads like a large sign from afreeway and lacks the aPProPriate level of details and design elements. lt is also referred toas a church tower on the siteplans and no clocks are shown.Without it being properly designed, the larger"clock tower" may end up having more negativevisual impacts,with three large2.5'diameter support poles and three 14'wide x42.5' long "clock" faces, rather than anll tower.
