From the information I have gathered, the timeline/information surrounding the two tanks at 103 River St. is as follows:
UST#1 – 500-gallon UST (approx. 48” dia x 65 “ long)
UST#2 – 500-gallon UST (approx. 36” dia x 111” long)
On Tuesday (2/21) morning two underground storage tanks (USTs) were discovered by a shoring contractor (Wolfe House & Building Movers <https://www.wolfehousebuildingmovers.com/> ) during
construction at the subject property. The shoring contractor was installing cribbing off the southwest corner of the building to support the house and the tanks were located where the
cribbing was to be placed. One of the tanks (UST #1) was struck by an excavator, puncturing the western end of the tank near the top. It appears that some of the liquid in the tank
was released when it was struck by the excavator. The contractor then identified a second tank (UST #2) next to the first one, which was supposedly empty. The dwelling was up in the
air and the contractor needed to shore the house for safety reasons, so UST #2 was removed from the ground and the cribbing was installed to support the house.
The property owner, Mr. William Hearn, was notified of the tanks on Wednesday (2/22). He called the Yarmouth Fire Department that evening and explained what happened to acting Fire Chief
Jon Sawyer. Yarmouth Fire personnel responded to the site the following day (Thursday 2/23). During their visit they smelled oil and observed a sheen on a puddle at the site. They informed
Mr. Hearn that he needed permits to remove both tanks and should contact a Licensed Site Professional (LSP) to assess potential impact. Mr. Hearn contacted Global Remediation Services,
Inc. (Global) to remove the tanks and BEA to provide oversight during removal of the second tank. Global applied for the permits on Thursday to remove the tanks on Monday.
On Monday (2/27), Global pumped the contents from both tanks, removed UST#1 from the ground and transported the tanks off site to a licensed tank yard in Middleboro, MA. Yarmouth Fire
personnel were also at the site to witness the tank removal. Based on what Yarmouth FD personnel saw at the site and after reviewing field screening results with BEA personnel, Yarmouth
FD personnel concluded that a sudden release of more than 10 gallons of oil had occurred. Dispatch was then instructed to contact MassDEP to make notification.
BEA personnel inspected both tanks, which appeared to be in good condition with minimal pitting and scaling. BEA personnel collected soil samples from the common tank grave for field
screening with a photoionization detector (PID). The PID readings reported concentrations of organic vapors in excess of 100 ppmv in two different sidewalls (highest reading was 250
ppmv), triggering a 72-hour notification condition, as per 310 CMR 40.0313(2). Upon consultation with the client, BEA then contacted MassDEP to provide oral notification and to request
removal of up to 50 cubic yards of petroleum-contaminated soils. Approximately 2-3 cubic yards of petroleum impacted soils were removed and stockpiled on-site. Field screening results
indicate that residual impact remains in the ground, as excavation activities were limited by the cribbing.
BEA is planning additional assessment to define the extent and magnitude of significant impact. Additional soil removal will follow as necessary, pending relocation of the cribbing and
contractor scheduling. Please see the Yarmouth FD incident report and additional photos attached. I have also copied Carl Lawson from the Yarmouth Health Dept. and Capt. Kevin Huck
