HomeMy WebLinkAbout216-226 Rte 28 COMPLETE DRC PACKET - Sunbird 0404231 Williams, Kathleen From:Williams, Kathleen Sent:Friday, March 31, 2023 2:33 PM To:Charles Adams (adams2430@gmail.com); Chris Vincent (christophervincent@comcast.net); Dick Martin (dick@dickmartinera.com); Sara J Porter (sjparch@comcast.net); Steve O'Neil (dback2363 @outlook.com) Subject:DRC Meeting - 4/4/23 at 4 PM Room B and via remote Attachments:040423 DRC Agenda and Materials.pdf Hi Guys,    Please find attached the Agenda and Materials for the April 4, 2023 DRC meeting at 4PM in Room B and via remote  access.  The packet can also be viewed on the Town Website  at:  https://www.yarmouth.ma.us/AgendaCenter/ViewFile/Agenda/_04042023‐3171     The project is located at the Sunbird Cape Cod Resort and Sunbird Annex at 216 & 226 Route 28, West Yarmouth.  The  Applicant is proposing to redesign the entrance canopy through the addition of a porte‐cochere and add a recreational  sport court at 216 Route 28; and add a swimming pool at 226 Route 28.  Both properties will include redesigning of the  parking lots and landscaping.    Some Planner Comments for consideration by the DRC:  1. Pool‐Water Slides/Stone Structure:  LocaƟng the proposed pool at 226 Route 28 in the front next to Route 28 is  not ideal, but the Applicant indicated this was done due to the need to locate the new sepƟc system further into  the property.  Landscaping and type of fencing around the pool is important and the Applicant will be providing  addiƟonal fence informaƟon.  Pool enclosures need to be at least 6’ tall with only the boƩom 5’ being opaque  per state standards.    2. Landscaping:  Landscape Plan is difficult to read and should clearly depict the exisƟng buffer trees/planƟngs to  remain and the proposed planƟngs.  All planƟngs to be naƟve with buffer and parking lot trees being 3” caliper  and not shrubs.  Applicant indicated planƟngs on top of new sepƟc system will be in planters which needs to be  reflected on the plans.    a. Buffer Trees (min. 3” caliper):  There are three trees and planƟngs in front of the 216 building that should  remain.  Provide buffer tree on west side of the entrance to 216 Route 28 (in addiƟon to shrubs), and  provide buffer trees on the east side of the entrance to 226 Route 28.  Supplement buffer trees around  sports court as needed to fully screen from residenƟal abuƩers.  Provide front buffer trees and planƟngs to  screen the pool from Route 28.  AddiƟonal buffer trees (not shrubs) should be included along the western  property line of 216 Route 28.  New 6’ PVC fencing is also proposed along the western property line, and the  limits need to be clearly reflected on the plans and connect with the fence in the rear.  b. In‐Lot Trees (min. 3” caliper):  The latest plan of the reorganizaƟon of the parking decreases the size of the  new parking lot island at 216 Route 28 significantly, recommend increasing the island size and providing  addiƟonal in‐lot trees and planƟngs.    2. Pedestrian Access:  Need to clearly idenƟfy the pedestrian routes for 226 Route 28 from the parking (including  handicap parking) to the motel building and pool. Ensure pedestrian route from handicap spaces into the building  for 216 Route 28.  3.
