RE: WASH WATER COLLECTION SYSTEM INSPECTION, UPS, 131 ANSEL HALLET

Dear Mr. Abbak:
On April 28, 2021, Jeff Mosholder of NewPath, LLC observed the annual maintenance and
tightness testing program performed by Mike Bonanno of T&M Petrotechnology (T&M) on the
water collection system operated at the above referenced facility. Wastewater generated from
washing vehicles, floor cleaning, and ice melt is collected in trench drains located down the
center of the building. The trench drains have filter baskets that remove sediment prior to the
collected water draining by gravity to one of multiple oil/water separators installed within
secondary containment sumps throughout the building. From the oil/water separators, “clean”
water is discharged either by gravity or is pumped to the main collection sump located adjacent
to the tank vault. Water is then pumped into one of two aboveground storage tanks where it is
held prior to being shipped off site for disposal. The three oil/water separators which do not
gravity drain have permanent pumps that are activated by float switches. High level alarms
have been installed in each of the secondary containment sumps to protect against overfilling in
the event a pump malfunctions.
T&Ms annual program consists of cleaning and servicing the trench drain and each oil/water
separator; conducting hydrostatic tightness tests on all floor drains, drainage pipes, and
containment sumps in which the oil/water separators have been installed; performing pressure
tests on the two aboveground storage tanks; and completing a systems check on the Veeder
Root TLS-350 monitor that measures tank contents, interstitial space and the bunker for
indications of a leak. Mr. Bonanno stated that the annual program takes about a week to
complete and relies on several additional contractors including Mass Tank to perform the tank
tightness tests and NewPath, LLC to certify the results. T&M is also contracted by UPS to
perform routine maintenance and system evaluations on a monthly basis.
Prior to NewPath’s arrival onsite the floor drains, oil/water separators, and collection sump were
all cleaned and serviced. Mr. Bonanno stated that all components were functioning accordingly
accept that oil/water separator #5 was not draining properly. Mr. Bonanno found that the power
to the pump in the main collection sump had been turned off. As a result, the sump was full and
not allowing water to gravity drain from oil/water separator #5. Power was activated, the
collection sump drained, and water drained consistently from oil/water separator #5. NewPath
visually inspected the collection system and found the floor drains, oil/water separators, and
collection sumps to be clean and functioning properly.

Mass Tank’s annual tank tightness test is performed by placing the interstitial space between
the tank and the outer containment wall under a vacuum and the primary tank compartment
under pressure. The vacuum and pressure are then monitored over a period of time to verify
that there are no leaks in the system. The 2021 test, as in years past, showed no appreciable
drop in pressure or vacuum and therefore both tanks passed the pressure test. A copy of the
test results certified by Jeff Mosholder, P.E. is attached with this letter.
In conjunction with the tank tightness test, Mike Bonanno of T&M Petrotechnology conducted a
systems check of the tank monitoring system, including all circuits, monitors, probes, and
alarms, to ensure that the in-tank monitoring system was functioning appropriately. Mr.
Bonanno indicated that the system was functioning to manufacturer specifications. A copy of
the certification form is attached with this letter.
The observations made during the inspection on April 28, 2021 indicated the wash water system
is intact with no evidence of a leak. NewPath finds that the system is operating as designed and
is not discharging to the environment.
