Project Summary
Construction of 9680 sf transportation services building with septic system, drainage system, paved parking lot with 28
parking spaces, associated grading, utilities, site lighting and landscaping.
Comments
I `r Building: Project is located in the B1 zoning district as well as the APD overlay.
Use is categorized in the NAICS code as #485991- Special Needs Transportation, rased on this, the use is identified in
the Zoning Bylaw as an F2 use and will require a Use Variance for use in the B1 and APD overlay districts.
Building plans show very little detail and are incomplete. Rooms not identified. All construction to comply with 780 CMR
and appendant codes.
Site plans do not show compliance with buffer and in lot tree requirements of sections 301.4.4 and 301.4.5. Buffer trees
not shown on plan.. In lot trees not dispersed. Planting schedule does not match the plan. Photometric plan not included
for review. Ridge height must be confirmed. Several different dimensions provided for proposed ridge height.
Community Development and Plannin : The SPR application materials included a modification to the front office area per
the request of the Design Review Committee. This is an improvement over the general warehouse style form originally
proposed. Recommend making the canopy more proportional to the building (currently very tall and narrow). Concur with
comments below from Design Review. Impacts to the site related to plantings and underground utility services (electric
and gas) should be included in the total disturbed area related to stormwater permitting.
Conservation: 42,900 square feet is currently below the threshold for a stormwater management application- if any
modifications are made to increase the land disturbance above 43,560, a stormwater management permit application will
be required.
- � Design Review; See attached Design Review Committee Comment Sheet dated February 7, 2023. The officelporch area
was revised from Design Review. Th Porch as presented at SPR is out of proportion, suggest lowing it so the bottom of
the horizontal portion of the porch matches the top of the windows and widen the porch. Suggest changing the roof pitch
of the office section to 5:12 pitch rather than the shallower 4:12 shown. See attached sketch.

General Comments
Coordinate with DPW for proposed address change to Old Townhouse Road with future projects
on the parcel.
Proposed curbing within right of way shall be granite in lieu of PCC.
Suggest increasing binder course to 2.5" to accommodate larger vehicles.
Drainage
Provide stormwater operations and maintenance plan
Drawing C 4,00: confirm property boundary offset is sufficient from the sediment forebay location.
Fire: Sprinkler and fire alarm system required, Fire department connection proposed appears good at this time,
Direct access to sprinkler room or PIV required, fire department lock box required for access to building.
Recessed lock box to be purchased and installed by contractor. Fire department access per Chapter 18 of 527
CMR 1, CO protection needed for office area, any overnight sleeping may add requirements per 780 CMR
Health:
Toxic or Hazardous Materials
The project must comply with the Town of Yarmouth, Board of Health Regulation: Handling and Storage
of Toxic or Hazardous Materials, which includes, but is not limited to 150% volume secondary
containment of all materials and annual Board of Health licensing. The site plan review application does
not contain a reply beneath the heading "List of all Hazardous Materials and Quantities". Site Layout Plan,
Sheet 3.0 indicates a "Proposed Transportation Service Building" to house up to 21 ambulances. Please
state whether toxic or hazardous materials will be present to support the vehicles. If the handling and
storage of such materials is proposed, list the types, container sizes, quantities, and secondary
containment methods for both new and waste materials.
Industrial Waste Water Holding Tank
Baxter & Nye Sheet Number C5.1 lists the outer holding tank as 2500-gallons in size in the top note on the left
and 2000-gallons in size in the bottom notes on the right and left sides. Please revise and list the same size in all
locations. The plan also needs an engineer's stamp.

Water:
Domestic and fire services must be separate taps on the 12-inch main in Old Town House Road. Hydrant gate valve is
shown very close to new curbing, proponent shall ensure that the valve is not covered by curbing.
