Subject: Strong Objections to Proposed Use of Vacant Site at 0 Forsyth Ave, Yarmouth MA 02664
Dear Mrs. Fallon,
I am writing to express my strong objections to the proposed use of the vacant site located at 0 Forsyth
Ave in Yarmouth. As a homeowner of 91 Nightingale Dr in Yarmouth, I am deeply concerned about the
potential negative impacts this development may have on the local environment and the surrounding
community.
Firstly, I would like to draw attention to the relevant NAICS codes for the proposed Non -Emergency
Medical Transportation (NEMT) Provider. Based on my technical background and previous work
experience with the NAICS federal classification system, it is evident that the proposed building plan falls
under the F2 classification: "Local & commuter passenger transportation terminal (incl. bus, cab, rail &
other transportation)" and not under the F6 classification: "Transportation service."
NAICS code 485991, which is specifically designated for Special Needs Transportation Services, covers
businesses that provide transportation services for individuals with special needs, including those who
require assistance or accommodation due to their medical condition. Within the same classification
group, other relevant classifications such as taxi and limousine service, school and employee bus
transportation, and charter bus industry can be found. These classifications highlight the nature of the
transportation services that are appropriate for this type of location.
On the other hand, NAICS code 621910, which covers Ambulance Services, does not accurately reflect
the level of services proposed by Coastal Medical Transportation. The higher level of 621 is intended for
Ambulatory Health Care Services, indicating a different scope of operations altogether.
Furthermore, I would like to emphasize the environmental concerns associated with this proposed
development. While the vacant site may not be designated as a conservation area at present, it is an
integral part of the local ecosystem, providing a habitat for numerous plant and wildlife species. By
allowing a permit that is not in compliance with the zoning bylaw and permitting construction on this
site, we would not only destroy the current natural area but also have detrimental effects on the
surrounding nature, wildlife, and human beings.
Preserving the balance of the ecosystem is essential for maintaining biodiversity, ecosystem services, and
the overall well-being of the community. Destruction of natural habitats often leads to irreversible
consequences, including the displacement of wildlife, loss of critical plant species, and disruption of the
delicate ecological balance. These impacts can have far-reaching consequences for the environment and
pose a threat to the quality of life for residents in the area.
Rezoning this particular area can have significant implications, especially in terms of noise pollution and
its impact on the nearby residential area. One of the primary concerns associated with rezoning is the
potential introduction of heavy ambulance truck traffic, which can lead to increased noise levels and
disturbance for the residents.
The consequences of noise pollution extend beyond mere annoyance. Prolonged exposure to high noise
levels can have adverse effects on human health. It can lead to stress, sleep disturbances, increased
blood pressure, cardiovascular issues, and even psychological problems. Children, the elderly, and
individuals with pre-existing health conditions may be particularly vulnerable to these negative impacts.
Furthermore, the introduction of noise pollution may have an adverse effect on the property values of
residences in the area. The desirability of living in a noisy environment decreases, which could
potentially lead to a decline in property prices. Homeowners may find it more challenging to sell their
properties or attract new buyers, impacting their financial investments and overall economic well-being.
Additionally, the noise pollution resulting from heavy ambulance trucks could potentially disrupt the
tranquility and peacefulness of the residential area. It may interfere with outdoor activities, such as
conversations, relaxation, or leisure time spent in yards or gardens. Noise can also hinder concentration,
making it difficult for residents, especially elderly or those working from home, to focus on important
tasks.
In light of the aforementioned concerns, I strongly urge you to reconsider the proposed use of the vacant
site at 0 Forsyth Ave in Yarmouth. I kindly request that you take into account the appropriate NAICS
classification for the intended services and the potential environmental impact on the surrounding
ecosystem. It is crucial to prioritize sustainable development practices that promote the preservation of
our natural resources and protect the well-being of the local community.
