LRA Report w-EnclosuresJANUARY 25, 2023 RJ NARDONE/K11466 PAGE 2 OF 9 LIMITED REMOVAL ACTION Photo 1: Truck parked at subject property as observed by Town of Yarmouth personnel. The property owner, who operates the truck for R.J. Nardone Construction, Inc., indicated that he would occasionally take the vehicle home when it was being used during the asphalt paving season. Apparently, the folding arms of the spray bar, used to distribute the tack coat, would leak residual product while parked at the property. Town officials then contacted R.J. Nardone personnel to advise them of the situation and to request that the truck be moved off site. Based on the proximity of the site to the town’s drinking water wells, Health Department personnel requested that the stained soils be assessed by a Licensed Site Professional (LSP). R.J. Nardone personnel contacted Bennett Environmental Associates, LLC (BEA) on November 29, 2022, to investigate the apparent release. Safety Data Sheets (SDS) were provided by R.J. Nardone and by the Yarmouth Health Department. The SDSs indicated that the tack coat contained a mixture of asphalt and water. One SDS also indicated the mixture contained 0-3% of No. 2 Fuel oil. ENVIRONMENTAL ASSESSMENT On November 30, 2022, BEA personnel met R.J. Nardone personnel (Patricia Childs, Brian Rylander), and Yarmouth Fire Department personnel (Capt. Kevin Huck) at the subject property to review Site conditions. Upon arrival, BEA personnel observed an approximate 9’ X 13’ area of staining in a dirt parking area, off the northeast corner of the dwelling. A smaller 3’ x 2’ area of staining was observed closer to the dwelling, and an approximate 7’ x 4’ area of staining was observed closer to the street. BEA personnel conducted a single hand boring in the largest and heaviest area of staining. One- foot, composite soil samples were collected to 3’ below grade surface (bgs), using a stainless- steel bucket auger. The soil samples were then field screened with a photoionization detector (PID) by “jar headspace” method to detect organic vapors. Field screening results reported PID readings below 7 parts per million (ppm) in all samples and decreasing with depth (shown below in Table 1). The sample collected from 2-3’ bgs was later submitted to the laboratory for extractable petroleum hydrocarbon (EPH) and polycyclic aromatic hydrocarbons (PAHs) analysis. A composite sample was also submitted to characterize the material for disposal at Ondrick Materials & Recycling (OMR) in Chicopee, MA. Laboratory results received December 7, 2022 reported concentrations of EPH/PAHs in the HB- 1:2-3’ sample as Non-Detect. The composite sample submitted for disposal characterization reported concentrations of total petroleum hydrocarbons (TPH), volatile and semi-volatile organic compounds (VOCs, SVOCs), as well as detectable concentrations of metals. Flashpoint was reported as 122 degrees Fahrenheit, above the acceptance criteria for OMR. This seemed unusual, based on the composition of the material described in the SDS, and the low PID readings observed during assessment activities. The analytes reported may be related to petroleum distillates used to clean the tack coat application equipment. Additional analyses were then requested for disposal characterization at Environmental Soil Management (ESMI) in New Loudon, NH. Additional laboratory results, received December 16, 2022, indicated that the material met the criteria for disposal at ESMI. Laboratory results are summarized below in Table 2. The full laboratory report is provided as an enclosure to this report. REMEDIAL RESPONSE – SOIL REMOVAL On December 27th, 2022, BEA directed R.J. Nardone personnel to excavate impacted soils in the areas of identified staining. BEA personnel provided technical assistance during soil removal operations using a PID and Dexsil® PetroFlag® test kit to field screen soils. Impacted soils were loaded into two roll-off containers for off-site transport to ESMI for disposal. Soil removal began in the smaller area of staining off the northeast corner of the dwelling and progressed southeast towards Monroe Ln. Soil samples were collected from representative sidewall and bottom-of-hole areas for field screening. Excavation activities continued until field screening results indicated significant impact had been removed. During soil removal activities in Zone A, a 5-gallon jerry-can was observed laying on its side, adjacent to the excavation. The container was labeled as ‘water’ and was found to be half-full of what appeared to be diesel fuel. A petroleum odor was observed in soils surrounding the container. The property owner later confirmed that the container was being used to store diesel and removed the container from the excavation area for proper storage. Zone A was then extended to remove impacted soils surrounding the container. BEA personnel directed soil removal operations from this area until field screening results from representative sidewall and bottom-of-hole areas indicated that significant impact had been removed. Final dimensions of the excavation measured approximately 5’ x 3’ to 5’ deep and is labeled as ‘Zone A Ext.’ on the enclosed Site Plan. A summary of field screening results is shown below in Table 3. Soil removal continued to the southeast in the largest and heaviest area of staining. Impacted soils were excavated and soil samples were collected from representative sidewall and bottom- of-hole areas for field screening. Excavation activities continued until field screening results indicated that significant impact had been removed. Final dimensions of the excavation measured approximately 17’ x 12.5’ to 4’ deep, as shown as ‘Zone B’ on the enclosed Site Plan. Soil removal operations continued southeast in the area of staining closest to the roadway. During excavation activities, it was reported that the tack truck in question was known to drip fuel, and that this area of staining may have been a result of the truck leaking fuel. Impacted soils were excavated from this area and soil samples from representative sidewall and bottom-of-hole areas were collected for field screening. Excavation activities continued until field screening results indicated all significant impact had been removed. Final dimensions of the excavation measured approximately 9.5’ x 7’ to 4’ deep, as shown as ‘Zone C’ on the enclosed Site Plan. R.J. Nardone personnel were advised of the field screening results and authorized to backfill the areas of excavation. The representative endpoint soil samples were preserved in appropriate containers and placed on ice in a cooler pending laboratory analysis. Field screening results for Zone B and Zone C are summarized below in Table 4. Two loads, totaling 37.19 tons, were delivered to ESMI in Loudon, New Hampshire. View facing southeast. LABORATORY ANALYTICAL RESULTS The endpoint soil samples were submitted for laboratory analysis to confirm that all significant soil impact had been removed. Soil samples from Zone A Ext. and Zone C were submitted for EPH/PAH analyses, based on the soil impact in these locations being related to diesel fuel. The laboratory results for confirmatory endpoint soil samples were received on January 10, 2023. The results from Zone A Extension reported all concentrations of fractional EPH and target PAHs as non-detect. The results from Zone C reported all concentrations of fractional EPH and target PAHs as non-detect, with the exception of trace concentrations of fractional C11-C22 Aromatics in the composite sidewall sample. The concentrations reported were well below the applicable RCS-1 Reportable Concentrations. These results of Zone A Ext. and Zone C are summarized below in Table 5. The laboratory results for the soil samples submitted from Zone A and Zone B reported trace concentrations of TPH in 3 of the 8 samples submitted. Each TPH concentration was reported well below the applicable RCS-1 Reportable Concentrations. VOCs were reported as non-detect (ND) in all samples submitted. In some cases, the laboratory reporting limits for various VOCs were higher than the RCS-1 Reportable Concentrations. Some of these compounds were excluded as contaminants of concern during disposal characterization analysis. The remaining compounds can be disregarded, based on the low concentrations of residual impact reported and the absence of related compounds. The results of Zone A and Zone B are summarized in Table 6 below. The complete laboratory report is also provided as an enclosure to this report.
