SUBJECT: Isotrope Report - Petition #5005 - 1044 Route 28 - Special Permit

The Zoning Board of Appeals received an application from Blue Sky Towers III, LLC dba BSTMA,
LLC for a Special Permit to construct a 110-foot wireless telecommunications facility tower at 1044
Route 28, South Yarmouth, MA.
At the initial hearing on March 9, 2023, ZBA Chairman DeYoung noted that per M.G.L. c.44, § 53G
and the ZBA’s Rules & Regulations, the Board may engage an outside consultant (at the applicant’s
expense) to conduct a review. The applicant signed an extension agreement to continue the hearing to
June 22, 2023.
Following issuance of a Request for Qualifications seeking engineering assistance in the review of
proposed telecommunication facilities, the Town of Yarmouth engaged Isotrope, LLC for peer
review and technical analysis of the proposed project and the alternatives. To accommodate
scheduling for the consultant, a second extension agreement continuing the hearing to July 13, 2023
was subsequently executed.
In advance of the July 13th hearing, please find attached the report provided by Isotrope, LLC. Please
note that this report has also been provided to Attorney Rick Sousa, Prince Lobel Tye LLP,
representing Blue Sky Towers, and also made part of the public record.
