Dear Ms. DiRienzo and Members of the Conservation Commission:
BSC Group, Inc. (BSC) is pleased to submit this inspection report in response to the Violation Notice dated
January 27, 2021 and the Enforcement Order dated April 6, 2021, which cited unpermitted cutting of vegetation
of a coastal bank at 12 Fairwind Circle in South Yarmouth (the Site) and that an old open order of conditions
(SE83-116) had not been closed out. BSC submitted a RCOC and received an approved COC on 7/15/2021, so
that OOC has been closed out.
On August 9th, 2021 BSC submitted an inspection report with proposed planting plan (Table 1) to Yarmouth
Conservation. The planting plan was approved so that the client would plant the approved species
interspersed with the naturally growing vegetation on the bank.

BSC submitted an inspection report from a Site visit on 10/13/2021 which confirmed that all of the approved
plants were in fact planted on the coastal bank at 12 Fairwind Circle and were in good health at the time. This
included two Red Chokeberry, two Northern Bayberry, two Highbush Blueberry, two Beach Plum, three
Eastern Showy Aster, and six Indian Grass plugs. On June 14th, 2023, Paul Mancuso, Wetland Scientist, of
BSC conducted a site inspection to monitor the success of the species planted on the coastal bank.
Currently, there is still one Red Chokeberry, two Northern Bayberry, two Highbush Blueberry, one Beach
Plum, two Eastern Showy Asters, six Indian Grass. In total 14 of the 17 (82%) plants that were planted on the
coastal bank are alive and in good condition. Additionally, the entire bank is very well vegetated and no
further cutting or pruning of vegetation has taken place since the violation notice was issued. The bank

vegetation is a well-mixed community with trees, shrubs, and herbaceous species consisting of Oaks,
Bayberry, Cherry, Bearberry, Ivy, Coastal Rose, Serviceberry, Poison Ivy, Green Briar, Seaside Goldenrod, and
others.
Enclosed please find photo pages showing the well vegetated coastal bank and specifically the species
planted on the bank in 2021. This inspection report is being submitted to close out the enforcement order at
12 Fairwind Circle for unpermitted cutting of vegetation on the coastal bank . If you have any questions or
