There was a large tree that previously provided shade in that area, but it was blown down in the 2019 tornado. Now the back yard and deck receive full sun. In addition, some mitigation plantings will be added to the site, and drywells will be added to 2 existing downspouts. Refer to the plans, renderings and photos that are included with the RDA filing. Description of Proposed Work The proposed roof structure will be an extension of the existing roof line (peak running westerly) on the south side of the dwelling. The roof will be attached to the existing dwelling and extended west approximately 12 feet, to the end of the existing deck and steps. No additional structure will be located further than the steps. Since the roof matches the current roof line, the southern footprint “squares off” with the south edge of the dwelling. The 4 support posts will be on 12-inch concrete footings. The roof structure will be open, and without any side enclosure. There is a proposed pervious patio to be installed underneath the roof structure. Some of the patio will replace the existing brick work, but the existing planting bed under the roof will remain. Access for the project is over the applicant’s property. In addition, gutters and downspouts will be installed for the new roof, leading into drywells. One gutter on the north side will be joined into the downspout by the deck, and then routed to a drywell. The other existing downspout on the south side will have a drywell installed for that downspout. Proposed mitigation for potential impacts There is an existing brick area and planting bed that have existed with the dwelling for some time. The additional area beyond the brick and the planting bed is approximately 118 square feet. Turf lawn will be removed to install the pervious patio. There is approximately 236 square feet of mitigation plantings (2:1) that are proposed in the areas shown on the plan. Two areas have been installed voluntarily by the homeowner since 2015, approximately when the walkway was installed. These plantings were not part of the mitigation for the walkway, and were not shown on any previous plans. The two additional planting beds installed around the dwelling amount to approximately 164 square feet. These are shown as “area #1” and “area #2”. These are within cobblestones along the dwelling and the south property line, and are shown on the pictures and the project plan. The applicant installed these additional plantings voluntarily, and were not part of any other required mitigation. The applicant would like to use the square footage of these additional (and voluntary) planting beds to offset the required amount of mitigation plantings for this project. Logically speaking, if there was nothing in those two areas but lawn, those areas could be used for the 236 square feet of mitigation required for this project. Since 164 square feet are already there, approximately 36 square feet of new plantings are proposed to offset any potential impacts of the construction effort. This totals the 236 square feet of mitigation required for this project. The planting list on the plan can be adjusted as the commission prefers, and quantities can be adjusted to allow for additional plantings if necessary. No significant impacts are anticipated for this work. The footing and framing work is standard, and utilizes hand tools. All of the work is located outside of the 35-foot buffer, and within the 50-foot buffer zone, as shown on the plan filed with this application. The portion of the proposed work can be accomplished without any negative effects to the resource areas, and without any alteration of the resource areas, and within the existing footprints. Therefore, we request that this project be approved under an RDA and the project can proceed. Thank you for your consideration on approval of this proposed project.
