We remain committed to moving this project forward with the goal of increasing our home's thermal efficiency and maintaining the historic appearance. We had the east side windows repaired by a West Barnstable master carpenter (Karl W. Maki) who specializes in antique homes. We have already done what this board is asking us to do, unfortunately they still do not seal, still drafty, still loud from 6A, and our energy bill is only going up due to ongoing heat loss. In comparison, the windows in our kitchen and sun room are the same Andersen series we seek to replace with. The noise pollution and tightness is absolutely night and day from prior and is the level of comfort we seek. Another reason we desire new windows is to do away with the unsightly storms. The storms take away from the true look of the windows. New widows would not have them and provide a much cleaner exterior appearance. We are not interested in interior storms. Again, these are new construction windows not replacements with the grill mounted on the insid%utside of the glass not inside the double panes, trimmed out in wood not plastic. We revised our original application because after your visit, I agreed that the windows on the front of the house should be preserved. In doing so, we graciously ask this committee to look at this application bearing in mind the intent to preserve the district but to also allow homeowners to maintain their homes as they see best. I know the best way to preserve my home is by tightening up uninsulated window openings with the windows we selected. Aesthetics is indeed important, however long term structural preservation must be considered. I sincerely feel we have explored reasonable measures by making repairs to windows on an entire side of the house and living with them for 5 years. I believe our revised application is reasonable, appropriate and meets the standard of the OKH mandate (Section 7- Exclusions). in terms of your neighbor, I'd be happy to consult with him to potentially liais pending approval of this application. If we must, we will seek consul but I cannot underline enough I have no desire to further this process, and I wholeheartedly believe there is no reasonable rationale to deny this application (reference revised owner statement, pics, specs etc submitted on 6/23/2023) on it's merits. Also, a neighbor of mine is a renowned preservation contractor. I would like to involve him as well. My invitation for you to visit and look at the windows in my house stands. We can set a date and time for that. In the meantime, I have reviewed your application for our meeting on July 10. As I have told you, I am only one vote. However, I know my committee pretty well, and I am not optimistic that you application will be approved. While I appreciate that you have offered a compromise by saving the three windows facing route 6A, Summer Street has been designated by the town of Yarmouth as a "scenic road." (https://www.yarmouth.ma.us/ DocumentCenter/View/593/Scenic-Road-Map?bid ld=) As such, it warrants our prioritized protection. In my opinion, inasmuch as the east facing gable end of your house prominently faces Summer Street, at the very least the historic windows on that side must remain in place. Although I do not speak for them, I believe that my fellow committee members will support me in that opinion. Old Kings Highway exists to assist owners of historically significant homes to protect and preserve their primary asset - their houses. You have the great fortune to own a beautiful antique home in the heart of our historic district. I still hope that, given time to thoughtfully consider and the tools you need (and that we have provided and can continue to provide) to preserve the exterior historic fabric of you home without sacrificing significant energy loss or incurring the substantially higher cost of new windows, you and your wife will come to a fuller understanding of and appreciation for the importance and value of what you have. For these reasons, I urge you to consider withdrawing your application at this time, allow for the additional site visit(s), and wait to see if we might yet reach a mutually agreeable solution that will end up satisfying you, your wife, and our committee's mandate to protect and preserve the character of the historic district. Respectfully, Ian Sherwood Ian and Michaella Sherwood 209 Route 6A, Yarmouthport MA 02675 June 23, 2023 Revision for Certificate of Appropriateness applicaiton tabled during 6/12/2023 OKH committee meeting. Dear Committee Members', As the homeowner's, we have cared for and maintained the home to the best of our ability since we purchased it. We wholeheartedly appreciate and love the architecture, charm and responsibility of owning an antique home. We also appreciate the OKH commission to preserve the heritage of Cape Cod. We do however differ in opinion from that of the Commission in that we cannot continue with our pursuit of maintaining the home with the current windows inplace. We selected the Andersen Architecture Series as they are full custom and of the highest quality window built to replicate the exterior appearance of the home while (equally important to us) vastly increasing the home's thermal efficiency. We have made numerous large investments to the home specifically to accomplish energy conservation and overall comfort for us during the winters as well as hot humid summers. I feel our investments into a new roof, insulation, siding and a high efficiency heat system is for naught, if we have windows that don't seal, some go up but not down, some dont go up at all in fear of damaging them etc. We do not have functional windows. We are well aware and conversant in antique window restoration and have concluded we seek replacement. However, after Mr. Wilkins, Mr. Ventrone, and Ms. Argo's home visit on June 14th, we agree that it is in the best interest in terms of the historic preservation of Yarmouthport that the (3) front windows facing 6A be fully preserved. We are seeking a revision to the original application by replacing the remaining (17) 2 over 2 & 6 over 6 windows with the 2 over 2 Andersen Architecture Series windows noted above and enclosed. It is noteworthy that the windows on the sides of the house are obscured from 6A by tall privet hedges, shrubs and mature trees on the east side and large mature trees and shrubery to the west facing Summer Street. The windows as depicted in the attached pictures illustrate they are difficult to see or fully obscured. We feel this is relevant and respectfully request this to be considered. The (5) upstairs rear 6 over 6 windows are mid 20th century replacements and are in poor shape as shown to Mr. Wilkins. It is our opinion and standing that maintaining the (3) windows facing 6A and replacing the remaining 2 over 2's and 6 over 6's with a high quality custom wooden (2 over 2) window will not only maintain the exterior historical appearance, it would also be an unoticeable change as viewed from 6A. We believe this to fully satisfy Section 7. Exclusions as quoted from the OKH Regional Historic District Bulletin of 2022 - "Nothing in this act shall be construed to prevent ordinary maintenance and such repairs as do not change any exterior architecture feature of any building, structure within the district". We hereby respectfully request this application be approved. Hi Ian, Thank you for inviting the Yarmouth Old Kings Highway to your home to assess your windows in light of your application to replace them. As you know, I and my vice-chairman determined your windows to be antique. In fact, the more we thought about them, the more we are of the opinion that your windows are probably original to the house. Fortunately, they are in remarkably good condition. Massachusetts law mandates that our committee's charge is to preserve the character of the historic district. As you know, your antique home is located in the very heart of the historic district. You are certainly free to pursue your application for replacement, but before doing so, I would encourage you to read the attachments which the vice -chair and I have compiled for your benefit, the benefit of your antique home, and the benefit of our historic district.
