RE: Camping and Recreational Equipment Violation Notice Dated July 14, 2023
Dear Mr. Sears,
Today, 7/20/23, 1 have received your notice of Violation of the zoning codes of MGL Ch 40A,
Town of Yarmouth By Laws section 401.1.1 and 401.1.2 Camping and Recreational Equipment.
Please consider this communication my formal response.
In response to your allegation of violation of section 401.1.1 "At no time shall parked or stored
camping and recreational equipment be occupied and used for living, sleeping or housekeeping
purposes" - I would invite you to view the enclosed photographs (of renovations/current state)
and welcome you to take a tour of the vehicle in question. This camper is not in a livable state
and is in fact undergoing renovations.
In response to your allegation of violation of section 401.1.2 " If camping or recreational
equipment is parked or stored outside of a garage, it shall be parked or stored to the rear of the
front of the building line of the lot, except for loading and unloading" I would invite you to view
the 8 pictures of properties on North Main Street, Station Ave, Clara Street and Melville Ave that
have recreational vehicles and or campers also violating this zoning law. These photos depict
the campers in locations that are in violation along with the address or approximate address of
the home. I would like to request legitimate documentation and verification that these
homeowners, my immediate neighbors and adjacent neighbors of less than a mile, have also
been served with violation notices of the section of MGL. If I am the sole recipient of the
violation notices as a result of a random audit, then I would contend that I am being targeted by
the town and am a victim of discrimination and unfair practices.
I would also like to request official notification/confirmation of the name of the complainant who
reported these alleged violations as it could have legal implications for that person. I would
invite you to read the enclosed Yarmouth Police Department Report that captures the person
who reported this violation by obtaining photographic evidence of said recreational vehicle on
Saturday, July 8th and would be considered further intimidation and harassment to have filed
such a report.
would also like to inform you that you, as a town official, and the Town of Yarmouth
administrative offices have been used by my husband, Harold Bryden, as a third party agent to
participate in harassment and intimidation and further violate the active order of protection I
have against him. Harold was observed obtaining this evidence to make his report. He also
currently has a warrant out for his arrest related to this incident (please refer to Officer Breen's
report)
I did notice that there was another official communication from the Town of Yarmouth that an
`attempted delivery' slip was left behind by the postal carrier. I can only imagine what
allegations of violations that letter must contain. I will be sending an official reply to that letter
once it is delivered.
Please feel free to call me to arrange to inspect the recreational vehicle that is unlivable due to
renovations. It is parked near the electrical and water outlets to allow for said renovations. I will
be happy to have this vehicle moved once you provide proof that all other home owners
included in the enclosed photographs have been served notice of violation or when the
renovations are complete.

Dear Mr. Renee,
This letter constitutes a formal zoning enforcement order under MGL Ch 40A.
It has come to the attention of the Building Department that a camper is being stored in the front of this F
appears that the camper is being occupied. This is a violation of the Town of Yarmouth Zoning Bylaws see-
401.1.2 Camping and Recreational Equipment.
401.1.1 At no time shallparked or stored camping and recreational equipment he occupied or used for livir
housekeeping purposes.
401, L 2 If camping or recreational equipment is parked or stored outside ofa garage, it shall be parked or stor
the front of the building line of the lot, except for loading and unloading.
Failure to comply with the provisions of the zoning bylaw may result in penalties as prescribed.
101.3 Penalties. Any person violating any of the provisions of this bylaw shall be fined not more than three h
($300) for each offense. Each day that such violation continues shall constitute a separate offense.
You are hereby ordered to abate and or correct said violations or seek relief from the Zoning Board of Appe
by MGL Ch 40a §7 & § 15. You also have the right to appeal this decision with the Zoning Board of Appeal
days of this letter.
You are required to respond within 7 days of this letter.

Body worn camera and/or cruiser camera footage exists for this incident.
On Friday July 7, 2023 I, Officer Liam Breen, was on patrol in marked cruiser J8. At 1757 hrs I was dispatched
to 341 North Main St for a possible restraining order violation between Harold and Renee Bryden. It should be
noted that YPD is very familiar with this address due to multiple domestic violence incidents and restraining
order violations. Harold has been arrested multiple times, the most recent being last month on 6/5/2023 for
violating the restraining order by contacting Renee.
Upon my arrival, I met with Renee. Renee explained that in June, Harold was arrested for violating the
restraining order in place. Harold's court date for the June violation was today and there was a possibility he
could be held in jail. As Renee was driving home down North Main St after work today, she observed Harold in
his vehicle sitting down the road from her house. Harold was sitting in a cut out leading to water department
property facing the road. There was no purpose for Harold to be sitting here whatsoever as he lives in Dennis
currently. Renee stated Harold knew her work schedule and knew the route she takes home. As Renee passed
Harold, she stated he sped off in the opposite direction towards Great Western Rd. While the cutout was right
down the street from her house, Harold was not within the 50 yard restriction from the residence. Renee was
very uncomfortable as she knew there was technically no violation of the order, but that Harold was pushing the
envelope and purposefully making a statement that he was not in jail after court today.
I advised Renee that YPD would be keeping track of these incidents and would take further action if Harold
continues this pattern of stalking/harassing behavior. Renee was advised to call YPD if there was any more
suspicious activity.
Update 7/8/2023: The next day, on July 8, 2023 I was on patrol in marked cruiser J8. As I arrived for evening
shift, Renee had left me a message stating that earlier today she was home and observed Harold parked in front
of her home taking pictures. I then responded to Renee's house at 1725 hrs to speak with her.
Renee explained that shortly before 1300 hrs, she was getting ready to leave the home with her friend. Renee
explained that her friend's vehicle was parked in the driveway. As Renee was leaving the home, she observed
Harold parked on North Main St against her driveway facing southbound in front of her house. Harold had his
window down and was sitting in his vehicle taking pictures with his phone of the home and vehicles in the
driveway. Renee believes Harold was doing this since he may believe she bought a new vehicle or has a new
partner in the home. Harold is supposed to remain 50 yards away from Renee and ordered to stay away from the
residence. Renee's home is located right on North Main St (approximately 30 feet set off the road) and Harold
was clearly in violation of the 50-yard restriction. It should be noted that Harold has already violated this
restraining order last month by contacting Renee via electronic communication. Now in the last two days,
Harold has sat down the street from Renee's home and then showed up to the residence with Renee in the home
and took pictures. Harold is willfully engaging in a pattern of harassing behavior directed at Renee which is
now causing substantial emotional distress. Harold is unlikely to appear without arrest and I am applying for a
warrant for the following charges:
Abuse prevention order, Violate (209A/7)
• Criminal harassment (265/43A)
