Overall Remarks:
Upon arrival, I encountered the mother of the tenant residing in Unit #2, who
remained in her car. She informed me that her son had some special needs
and, although he used to be self-sufficient, he was currently unable to properly
care for himself. She stated that he had received assistance (cleaners,
caregivers etc.) over the years but had been unable to retain any. She also
stated that he was in the process of moving out by the end of the month.
(September 2023) I provided her with a list of available resources that she
could explore to assist her son during this transition.
Afterward, I proceeded to Unit #2, where I met with Richard Mark, who prefers
to be called Mark. Mark was exceedingly pleasant and cooperative, granting
me access to the unit. Upon initial inspection, it became evident that the entire
unit required substantial cleaning and sanitization, particularly in the
bathroom and kitchen areas. I have attached some photos for reference.
Spoke to the owner immediately after, who while sympathetic after trying to
help Mark numerous times by sending in cleaners etc., has begun the eviction
process. The tenant had also removed the battery in the smoke detector. The
owner was at the property and was going to re-install, but Mark would not
allow him entry, so the neighbors agreed to assist.
