HomeMy WebLinkAboutSPR 101723 Formal Review SITE PLAN REVIEW COMMENT SHEET Date: October 17, 2023 Map: 48 Lot: 1 Applicant: Water Resource Recovery Facility(WRRF) Location: 99 Buck Island Road Zone: MU Persons Present: Mark Grylls Matt Pitta Kathy Williams Matt Bearse Jay Gardiner Jeff Colby Laurie Ruszala Brittany DiRienzo Project Summary The project consists of constructing a new centralized wastewater treatment facility with a four-tank sequencing batch reactor (SBR). SBRs treat wastewater in batches, oxygen is bubbled through the mixture of wastewater and activated sludge to result in very high-quality treated effluent. The treated effluent will be discharged and allowed to infiltrate into four (4) 1.4 acre open air infiltration basins to be constructed adjacent to the new WRRF. A 12-ft wide paved entrance and main road between the upper and lower infiltration basins will be constructed. The new WRRF will, in addition to the four SBR tanks, include new buildings for process, solids handling, headworks, UV disinfection, and new tanks for storage and post-SBR equalization. In addition, thirteen (13) new parking spaces will also be provided. Comments it,-G7 Building: Proposed Municipal use is allowed by right in the MU district. Parking spaces must meet the standard in section 301.4.2 of 10'x20'. All exterior lighting to comply with section 301.4.10 with a maximum height of 20'. Process Gallery at 38'-1"and Headworks Building at 40' -8" appear to require a variance from the height requirement identified in 203.4.2 Table of Maximum Building Height. Construction shall comply with all other applicable sections of the Town of Yarmouth Zoning Bylaws, 780 CMR and appendant codes. Community Development and Planning: The Project is a municipal project, not a commercial endeavor, and the V Yarmouth Architectural & Site Design Standards do not apply. The buildings and process areas are well setback and not visible from any public way and the existing forested area would remain between the bog area and the proposed project. Parking spaces abutting sidewalks should be 10'x20' as the 10'x18' option with 2.5' overhang is not possible without impact sidewalk accessibility. Light pole heights would need to be maximum of 20' measured from the highest point or relief sought (Section 301.4.10). Erosion control details are included and locations should be shown on an Erosion Control Plan. Applicant indicated colors of building materials will be decided by the Town during the shop drawing phase. Conservation: All work remains outside the 100' buffer to resource areas onsite. Stormwater: Disturbance is 9.9 acres, but may qualify as exempt under the Yarmouth stormwater regulations section 2.02 (2) (b) "The construction of utilities other than drainage... which will not permanently alter terrain or drainage patterns" Design Review: Not present. Engineering: No comments. Fire: In compliance with 527 CMR 1 specific but not limited to Chapters,1, 10, 11, 12, 13, 14, 16, 18, 26, 60, 64, 66, 70 Lock box for fire department access needed at multiple doors. Recessed Lock Boxes purchased by contractor with FD information provided. Fire Alarm system and sprinkler plans need approval. cl- Ith: The existing septic system on-site to be decommissioned.
