The Department of Health has stated its resistance and problems with my expansion to include boarding. Due to this I see no benefit with going forward with my requests. Overnight kenneling of dogs will not be allowed based on the limited septic capacity. The property is within the aquifer protection district and, therefore, the septic capacity cannot be increased without possibly adding additional alternative treatment. The current doggie care center should be limited to no more than thirty (30) dogs. No washing or grooming of dogs is allowed on the sight. Comments Building: (1)Because the proposed use does not Include boarding (kennel), the dog daycare Is Identified as a J6 — Mlsc. Personal Services use, requiring a special permit pursuant to Table 202.5. (2)A special permit or a determination of non -applicability as per Section 406 APD Is required because the site lies within the APD. (3)Pursuant to the provisions of Section 301.3.1,the Site Plan Review Team considered and voted unanimously allowing the prescriptive parking requirements to be reduced to a minimum of six (6). This was based on a formula considering the average number of clients, the average number of clients with multiple dogs, the drop» oN! pick-up hours, the amount of time to drop-off and pick-up and the maximum number of employees being four (4). Based on this action no relief from the Board of Appeals is required for parking minimums. However, a revised site plan reflecting the required six spaces Is required. Conservation: 60esignReview-. Must submit written information on the following: Vaccinations, kennel cough, etc. certificate required; Nitrogen loading calculations; process for cleaning/sanitizing indoor kennel area; How will cleaning and wastewater be handled; method and frequency of disposal of fecal waste; storage of fecal waste pending disposal; Concern with outside and Inside noise; note days and time of uwwill there be over night boarding; is there separate ventilation for each building so orders do not effect abutting uses; for the outdoors play/kennel area will there be a drainage system to eliminate any nuisance associated with urine or fecal matter or impact of nitrogen on abutting well fields. Planning: Not present, but offered the following comments: Site Plans, prepared by a by a registered Architect or Engineer, have not been submitted for review, as outlined in and required by Bylaw section 103.3.4. The required plan should be prepared and submitted for formal review. The hand drawn sketch submitted with the application was not adequate to determine whether sufficient parking exists on the site. It is not known at the time of review whether the proposed use is the only use of the site, or whether other units exist in the building. The Building Commissioner will determine if the proposal constitutes an change of use that requires a parking lot upgrade, per Bylaw section 301. A A Water.
