Please note that there is a 10 (ten) day appeal period starting once the decision has been filed with the Town Clerk. Attached is a Petition for Appeal (Form-D) as well as the Old King's Highway Regional Historic District Commission Bulletin which explains your rights to appeal (Page 11, Section 11- Appeals) and the appeal process (page 18, (4) Appeal Petitions). Also at the meeting Monday night which I attended your chairman said that they make people put 5 foot arborvitaes all the time. My problem with what is proposed by the chairman today is that all these planting are seasonal and in the winter I see the raised beds and the permanent sink as well as all the other things chairs, wheelbarrow, saw horses, racks, garden tools, and other unsightly things that are left out all winter. If he had known they were coming, he and all of his neighbors would have come as well. I told him that I didn't know they were coming, otherwise I would have let him know. Anyways, he explained, in detail, his plans for placing the yews. He has 5 yews in another area of his property that are already about 3 feet high that he plans on transplanting along the front of the garden boxes. He will space them out so that they will grow to fill in any gaps. I asked for his thoughts about possibly also painting green, the exposed natural wood and he said that he is aware of the "newness" of the natural wood, but said that it will age and should blend in amongst the yews. He is very aware of Mr. Noyes's issue and feels that this should be adequate coverage especially since Mr. Noyes did not have any problems in previous years, when he just had the lower garden which was always visible from the road. During our conversation, I did mention that you may do a site visit before making a determination on his application. He said to feel free to do what you need to do.
