SUBJECT: 33 Pleasant St., South Yarmouth
On September 5, 2019, the Historical Commission met with Architect, Joseph Dick at 33 Pleasant Street
in South Yarmouth to tour the property and to hear a brief proposal for partial demolition and
rebuild/renovation of the house situated on this property.
On Thursday, September 12, 2019, Mr. Dick attended the Commission's regularly scheduled meeting, at
which they discussed the proposed partial demolition, the rebuild and other exterior renovation plans,
The Commission unanimously agreed (5-0) that the portion of the home being proposed for demolition is
not significant per the provisions of the Town's Demolition Delay Bylaw and its removal would not
jeopardize the status of the remaining portion of the home which is listed as a contributing structure in the
South Yarmouth / Bass River Historic District, a National Register District.
The Historical Commission members are very appreciative of the time, care and effort that Mr. Dick has
put into this project and are in full support the proposed rebuild plans.
Therefore, the owners are free to pursue the partial demolition and rebuild as proposed.

We've reviewed the demo in more detail to be certain the calculations are accurate. Attached you will find the
proposed plans with demo areas highlighted in red as well as a breakout of the calculations supporting the 23%
(actually 22.85% including porch).
Please Note that all areas being demo'd are being replaced in -kind.

approving the proposed work from a couple of years ago.
Some of those properties fall under the Cape Cod Commission, and we are waiting to hear back from them about this

Hope all is well. Following up on the below exchange and wondering whether the project needs to demonstrate that
less than 25% of the floor area is impacted (and whether this documentation should be part of any request in the
BRNRHD). This appears to be the case per the attached email. I believe the contractor has demonstrated that this is the
case (with the attached) and that with the 2019 letter from the YHC, they are good to proceed. Would you agree?

from the Historical Commission seems clear that they found the portion to be demolished was not historically
significant and thus it wouldn't require referral to the Cape Cod Commission.

given approval by the Yarmouth Historical Committee for a partial demolition (see attached memo) and are looking to

I'm just getting back from vacation and looking at this. If they are truly impacting less than 25% of the floor
area (and it's a single-family home), they are not eligible for DRI review. I think you could argue that at least
25% of the building is being impacted, but if the Historical Commission found the areas to be demolished are
not historically significant then they are good to go. In the future, or until you get a preservation -trained staff
person, I'd be happy to take a look at plans like these and give comments to the Historical Commission for
their consideration.
