HISTORICAL COMMITTEE
1eXI\D 11
TO: Mark Grylls, Building Commissioner
FROM: Julie Mockabee, Chair of the Yarmouth Historical Commission
DATE: May 16, 2016
SUBJECT: 29 Scallop Rd, West Yarmouth
The Historical Commission received a demolition request for 29 Scallop Road on March 31, 2016. Since
one or more structures on this sight are over 75 years old, this request is automatically subject to the
provisions of the Yarmouth Town By -Law, Chapter 92: Historic Properties.
On April 14, 2016, the Commission voted unanimously in their decision that despite its deplorable
condition, the original portion of one of the structures being proposed for demolition (herein referred to
as the "main house") is a significant structure as defined in Chapter 92-2. This decision was based on
documentation and materials gathered by the Commission along with their observations during a site
visit which took place last year on March 15, 2015.
On May 6, 2016 a public hearing was held in accordance to Chapter 92-3 to gather information in order
to make a determination whether or not demolition of this structure will be detrimental to the
historical, cultural or architectural heritage of Yarmouth.
On Thursday, May 12, 2016, the Commission attended a second site visit to the property. After this site
visit at the regularly scheduled monthly meeting held at 3:00pm and in compliance with Yarmouth Town
By -Law, the Historic Commission voted unanimously on the following items:
1. The demolition of the "main house" located at 29 Scallop Rd, W. Yarmouth, will be detrimental
to the historical, cultural or architectural heritage or resources of the Town of Yarmouth.
2. Being satisfied that there is no reasonable likelihood that either the owner or some other
person or group is willing to purchase, preserve, rehabilitate or restore the "main house", the
Commission waives the 180 day delay period in its entirety allowing the demolition permit to be
issued.
