HomeMy WebLinkAboutNOIPROJECT NARRATIVE - NA-1 154 SOUTH STREET, SOUTH YARMOUTH PROPOSED PIER, PLATFORM, RAMP AND FLOAT RE-CONSTRUCTION The area subject to this notice is land on the immediate shore of Bass River to the east of South Street. Please see the locus maps for the exact location. The waterfront site contains an existing pier, pile-supported platform, ramp and float. Coastal wetland resource areas in the immediate area are Coastal Beach, Land Containing Shellfish and Land Under the Ocean. The stairs, pier, platform, ramp and pile-held float is in need of replacement due to component age and weathering. The pier has existed for many decades. The fairway portion of the pier and a 128 s.f. platform is licensed by DPW License No. 1230 issued in 1930. A Notice of Intent was filed with plans in 1988 resulting in an Order of Conditions (SE83-884) for the pier, ramp and float shown on the attached plan minus the added 60 ft. float with ramp. The shellfish study (Lowell) gave indications that a minor shellfish population (quahogs) exists likely due to the swifter currents affecting quahog sets. Hydrographic survey data was collected on May 12, 2023. The bottom elevations are given relative the NAVD 88 datum with parenthetical depths at mean low water. Time of tide, height, or amplitude of tide as mentioned in the Yarmouth regulations is not needed to determine depths of water at mean low tide. The relationship MLW to NAVD88 is a known conversion of approx. 1.5 The proposed work activity to renovate the pier involves removal and appropriate disposal of the existing components; placement and installation of the new pilings, approximately 2 ft. greater separation between the pile bents with fewer pilings than the existing layout. Pilings shall be hammer driven with exception of several near shore pilings. Pilings shall be of natural timber or composite. The deck elevation shall be increased 2 ft. Hand carpentry tasks proceed to complete the facility once the pile bents are installed. The ramp and float are then delivered and connected to the anchor pilings. Two out-haul pilings exist to be maintained and are intended to remain outboard of the float. The ramp and float shall be seasonally managed and stored at an offsite location during the off season. The work to accomplish the replacement pier installation is temporary with the bulk of the structure with exception of the pilings raised well above the ground and river bottom. Improved deck elevation is proposed though at present the dock alignment is intended to remain as is. Deck plank spacing consistent with Yarmouth regulations in combination with the increase in deck elevation has benefits for ambient light. s.f.
