Admin Review Borings 4.8.24 Tighe&Bond 34-0007-018-05 April 5,2024 Yarmouth Conservation Commission Attn: Brittany DiRienzo,Conservation Administrator Yarmouth Town Hall 1146 Route 28 South Yarmouth,MA 02664 Re: Request for Administrative Approval Geotechnical Exploratory Borings Thacher Shore Road Culvert Replacement Project Thacher Shore Road,Yarmouth, MA Dear Administrator DiRienzo and Members of the Yarmouth Conservation Commission: On behalf of the Town of Yarmouth(the Town),Tighe&Bond respectfully submits this request for administrative approval of proposed geotechnical borings within a portion of Thacher Shore Road in Yarmouth, Massachusetts.The proposed borings are for data collection and planning purposes in preparation for the Thacher Shore Road Culvert Replacement Project to be undertaken by the Town. Exploratory borings are proposed at the location of the existing culvert that conveys Short Wharf Creek beneath Thacher Shore Road.Two(2) borings are proposed within the existing paved roadway footprint.This approval request is being submitted since the work is located within areas subject to jurisdiction under the Massachusetts Wetlands Protection Act (MA WPA,M.G.L.c. 131§40)as well as the Town of Yarmouth Wetland Protection Bylaw(Chapter 143)and their implementing regulations.These areas include Land Subject to Coastal Storm Flowage(LSCSF),the 200-foot Riverfront Area,and the 100-foot Buffer Zone to Coastal Bank and Salt Marsh. Tighe & Bond respectfully requests that the Yarmouth Conservation Commission determine that the proposed exploratory boring work does not require the filing of a Notice of Intent or Request for Determination of Applicability. The exploratory borings will be performed using a truck-mounted drill rig with hollow-stem augers or flush-joint casings and drilled to a depth of approximately 30 to 50 feet below surface grades or until refusal is reached,whichever is shallower. If refusal is reached,a 10- foot rock core will be taken.Split-spoon samples will be obtained using Standard Penetration Test procedures. Spoils generated from drilling will be used to backfill the boreholes.If there is an insufficient amount of spoils to fill the hole, sand will be used. Any spoils unable to be returned to the borehole will be spread near the boring location in a vegetated upland area and stabilized with straw mulch. It is anticipated that each borehole will result in approximately two (2) square feet(sf)of temporary impact. Straw wattles will be installed around the work area prior to ground disturbance to protect adjacent wetland resource areas.
