AP.rV3nnVE9 MAY 0 12024 �ArtMUUT h This letter is a request to allow the properties that received decision from Old Kings Highway Historic District Commission, and were subject to the Solar Wolf issues, to proceed with their projects under those approvals. Around May of 2022 it was discovered that Solar Wolf, a solar installation company, defrauded approximately 70 households by requesting funds then not performing the installation. Of the 70 households, 19 households had received approvals through the Old Kings Highway District Committee. These approved plans have not changed since that approval. Other households requiring further action are at the bottom of the list. Since May 2022, these homeowners have been moving through various legal matters to attempt recovery. The State and Town have been working toward a solution to resolve the homeowners' issues. In October of 2023, the Town, and MassCEC (Massachusetts Clean Energy Center) executed an agreement to work together toward resolving the homeowner issues. The Town has been coordinating communications with the homeowners, confirming the client list among other steps. MassCEC, since October has been working with SunPower and Incite Energy toward providing relieve for the households impacted by Solar Wolf. Described in its simplest form, the unique program titled "Yarmouth Assistance Program" will provide installations and cover costs already paid to Solar Wolf. Because of the Solar Wolf issues, and the resulting program interruption, none of the homes with valid OKH approvals were able to proceed. Therefore, the request is that the households with previous OKH approvals are exempt from the requirements for an extension and as a result will be extended for one year from April 11 d. 2024. With your approval, the attached list of 19 homes that have permits regarding the Old Kings Highway Commission will be allowed to proceed with the understanding of an Exemption that will allow a one-year extension from April I Ph, the beginning of the Yarmouth Assistance Program. APPLICATION #:�2 ,,A\ 0' July 19, 2021 24 Gooseneck Road Yarmouth Port, MA 02675 To the Old King's Highway Committee of Yarmouth Dear Committee Members, Since June of 2013, my husband Jim Wolf and I have lived in a 1978 ranch -style home at 24 Gooseneck Road in Yarmouth Port, and as of spring 2021 we have joined in the Yarmouth Solarize program. We have wanted to place solar panels on our sunny roof for several years, but before the Solarize Yarmouth program came in to being, it was always too expensive for us. We do have a hefty electric bill because our house has electric heat, as was popular to install in the 1970's. A solar PV system on our roof will help to meet state goals to reduce carbon as outlined in the recently passed "Climate Roadmap" legislation. The proposed system will also help us through the economic challenges we face. I am already on Social Security, and my husband will be retiring in a few years, so we will both be on a fixed income. The powerful financial impact of putting solar panels on our roof is essential to our retirement budget. We look forward to fixing our utility costs as our income lowers in the years to come. To give you all a historical context of the character of our neighborhood, sometimes referred to as Rolling Hills, as far as we know, no houses in the development were constructed before 1969 and most were constructed in the period between 1970 and 2000. In the 1950's and before, this large development of mostly ranch style houses with attached garages was a wooded tract of land. Gooseneck Road is a dead end "cul-de-sac" approximately four blocks south of Route 6A. We are the last house on the left. Only one other homeowner on Gooseneck Road passes by our home to reach theirs. We can view the power lines from our front door, and see a few homes across the power lines from us. One of these houses (90 Eileen) has a solar system on the roof facing us. We do not object to our neighbors in this development installing solar panels on their roofs. Our thoughts are that solar panels, especially when installed to lay flat on roof surfaces, are not out of historical or aesthetic context with our neighborhood. There are other homes in our development, in addition to the aforementioned, which have rooftop solar PV systems which are visible from the street and neighboring houses. Our neighbors are all in support.
