Abutters list must be certified by the Town Assessor's office. The Assessor's office requires 7 days advance notice. The site consists of an undeveloped 40,917 s.f. lot. The site is surrounded by residences and bordered to the south by a Bordering Vegetated Wetland and Big Sandy Pond. An Order of Conditions (SE83-2157) was issued on 6/14/2018 for a similar project but no work was ever done under that Order. This Order has since expired and a request to close it out will subsequently be filed. A portion of the lot is within Priority/Estimated Habitat of endangered species. A filing with NHESP has been done and a copy is included with this filing. A work limit line of staked silt fence is proposed downgradient of all work as shown on the plan. Bordering Vegetated Wetland (310 CMR 10.55) The Bordering Vegetated Wetland was flagged by Brad Hall of BLH Environmental Consulting and located by Down Cape Engineering. All work is proposed outside of the 50' buffer to the BVW. An area drain is proposed in the patio and gutters to roof drywells are proposed to help capture stormwater runoff. The proposed septic system is located greater than 100' to the BVW and the design meets all local and state requirements No adverse effects from the work are expected, as the work limit line shall remain staked in place until all work is complete and the site is stabilized. The BVW will continue to act fully in its capacity to provide habitat and food sources for wildlife. The undisturbed 50' buffer to the BVW shall remain. Construction Protocol All machinery will access the areas of proposed construction through the existing shared driveway. The surveyor will place work limit stakes prior to any work commencing, in accordance with the approved pIan, The contractor shall provide a silt fence, backed by coir logs as needed. The foundation holes will be excavated, the foundations will be poured and the new dwelling and garage will be constructed. The septic system, patio, pool, drainage and driveway will be installed, and then utilities and final grading/landscaping will be installed. The silt barrier will not be removed until the site is fully stabilized.
