General Description: The Yarmouth Dept of Public Works is proposing modifications to the design and layout of municipal Pump Station #3 (PS3) located at the entrance to the Riverwalk Park property at 669 Route 28, West Yarmouth. PS3 had originally been approved as part of the VCOD SPR 2023-1 decision issued for the park project utilizing Zoning Bylaw Section 414 – Village Centers Overlay District (VCOD). Modifications to PS3 are necessary to change to submersible pumps which will provide a more efficient and cost-effective facility. The building has been reduced to 24’x40’ and will house the generator, electrical and restroom. The PS facility also includes an access driveway, landscaping, wet well, valve vault, meter vault, and electric transformer, along with an area set aside for future odor control equipment, should it be necessary. The grading, drainage, landscaping, and architectural elements and materials for the PS building remain essentially the same as originally proposed. The remainder of the Riverwalk Park project remains unchanged. B. Process-VCOD Site Plan Review: VCOD Design Standards per Section 414.8 and the Architectural & Site Design Standards are mandatory for VCOD projects. The Planning Board reviews the project for compliance with these standards, however the VCOD SPR is not a Special Permit Decision and does not grant any zoning relief or make any zoning determinations. Applicants have the right to appeal the decision of the Planning Board to the Zoning Board of Appeals. Any zoning relief required would be done through the Zoning Board of Appeals (ZBA), as determined by the Building Commissioner. Final action by the Planning Board on VCOD applications needs to occur within 50 calendar days of the application submission. The application was received on August 19, 2024 and is on the September 4th Planning Board Agenda. A majority vote (4 out of 7) is required for approval. C. Comments from Other Staff/Committees: The project has already gone through the Site Plan Review Team and no additional review was conducted for these limited changes. The Building Department did review the new layout and did not identify any relief needed. Due to the changes to the building and reconfiguration of the various components, the project did go through the Design Review Committee (DRC) on August 22nd (see attached Design Review Comment Sheet). The DR Comments denote that the DRC felt the project either meets the Architectural and Site Design Standards or they are not applicable to the project. One comment that arose during discussions was to extend the fence along the west side towards Route 28 to hide the louvers on the west elevation of the building. Planner Comments: The following is suggested language for consideration by the Planning Board. Please note that the two conditions from the original VCOD SPR 2023-1 decision were related to the rest of the park and not applicable to the Pump Station. Motion to approve municipal Pump Station 3 located at the entrance to the Riverwalk Park project at 669 Route 28, VCOD SPR 2023-1A, as presented at the Planning Board meeting of September 4, 2024 and in accordance with the submitted plans and materials. (CDM Smith) is pleased to submit a Village Center Overlay District (VCOD) Site Plan Review Application for the Town’s proposed Pumping Station 3 (PS3) to be located at the site of the Riverwalk Park, Boardwalk & Event Space. The design of the PS3 site had originally been approved as part of the VCOD SPR 2023-1 decision issued for the Riverwalk Park project. The Town is seeking to modify the original design of PS3 to update the selected pumping technology that will provide a more efficient and cost-effective facility for the Town. The original PS3 design was based on a wet pit/dry pit-type pumping station which requires a larger building footprint to house the pumps, electrical and related equipment. The dimensions of the footprint of the original pumping station building, as approved in the Riverwalk Park decision, were approximately 40 feet x 50 feet. Since the park decision was issued, the Town has refined the design of the collection system and pumping station approach to utilize submersible pumps, which allows for a reduction of the building footprint and results in an associated cost savings to the Town. As shown in the accompanying plans, the dimensions of the pumping station building have been reduced to approximately 24 feet x 40 feet. However, the architectural elements and materials of construction of the originally approved control building remain the same in the modified design. The street-facing front of the building has only been reduced by 10 feet, from 50 feet to 40 feet. Additionally, the grading and landscaping plan has also remained substantially unchanged, with the same palette of native plant species. The stormwater management system also remains the same since there has been a reduction in impervious area with the modified design. The wet well, valve vault, and meter vault will be located mostly below grade, but the top of the structures, as well as the first floor of the building and the electric transformer, need to be at elevation 14 for flood protection. A designated location for future odor control equipment, is also located on the site plan. It is also important to note that this modification only relates to the pumping station portion of the project. The remainder of the Riverwalk Park project remains unchanged. Yarmouth Planning Board August 15, 2024 Page 2 1125-273132 Providing municipal wastewater service is part of the Town’s Comprehensive Wastewater Management Plan to address nitrogen contamination in the Town’s estuaries; protect its drinking water source; as well as promote redevelopment and economic growth throughout the Town. The proposed pumping station is a critical component of the wastewater collection and conveyance system and will provide needed service to the properties along Route 28. Flow will be pumped from PS3 via a force main up to the proposed Water Resource Recovery Facility at 99 Buck Island Road.
