Appeal #5120 to approve auxiliary apartment at 68 Horse Pond Road Dear Zoning Board Members, Many of us Cape Codders who live on or near Horse Pond hold it dear for its beauty and for the fact that its health has implications for our water quality, it being a town water recharge source. Many who live on or near any Cape Cod pond feel the same. And most Cape Codders who live anywhere here treasure this place in part for the wonderful fresh water ponds we have. I'm just saying, there's nothing special or different about this neighborhood. Now we have an opportunity, as neighbors, to do something about it. My bit was to install a phosphorous reducing I/A system at 53 Barnboard Lane, West Yarmouth. The full report from this multi- year septic research project can be found at masstc.org. The environmental payoff of this system was huge. It tested as reducing phosphorous by 99%. Knowing that, it seems like a no-brainer for any pond neighbor installing a new septic system to install one that protects Horse Pond, now that the testing has proved these systems effective. In the case of this appeal, it's doubly compelling to utilize this I/A system, because this particular petitioner is seeking to expand the number of bedrooms to 7, even though they're already 2 bedrooms beyond what this area is zoned for. With regard to my new septic system, by the way, I was told it could not be sized for more than 3 bedrooms because of the zoning restriction imposed to protect the pond. therefore oppose the appeal but would not object to a future one if a septic system that reduced phosphorous by at least 99% were installed to handle the environmental burden of 7 bedrooms. As you remember, you were part of a demonstration project to show that locating a shallow dispersal system like the drip -dispersal would attenuate phosphorus migration in groundwater toward the pond. We found that • Appeal #5120 to approve auxiliary apartment at 68 Horse Pond Road the average of two influent samples taken from the pump chamber indicated that unattenuated, the concentration of the wastewater was 16 mg/l Total Phosphorus. • Beneath your leaching area, the average Total Phosphorus was 0.09 mg/L • The reduction in phosphorus to the goundwater and the pond was approximately 99+% The results support our original contention that installing the system in the "B" Horizon of the soil, called for in the system design, would maximize the phosphorus removal and result in a management practice that prevents excessive phosphorus loading to freshwater ponds. We consider this as a best management practice in the prevention of over eutrophication in freshwater ponds and again would thank you for the participation in the demonstration project.
