The filing deadline is two weeks prior to the next scheduled Conservation Commission meeting for new applications. Failure to follow this Checklist shall result in an Administratively Incomplete Application and will not be advertised for a Public Hearing. Refer to the meeting schedule. Contact the Conservation Office if you need assistance. Submitting an Application: Hardcopy filing dropped off or mailed to the Conservation Office including: 1 RDA Administrative Checklist 1 complete RDA application WPA form 1 with original signatures (double sided). * Detailed narrative of the project with sufficient information to enable the Commission to determine whether the proposed work will alter an area subject to protection. If BVW or vegetated wetlands are present, delineation sheet(s), coastal bank calculation and other relevant material if applicable (not applicable for flood zone only projects). Yarmouth Assessor’s locator map highlighting parcel(s) where work is proposed, including map and parcel numbers 1 current abutters list identifying the property owners who are to be notified and abutter notification form. All abutters to be notified via certified mail, Certified Mail Receipts (PS Form 3800) must be provided. 1 original and 6 photocopies of the plan/sketch, folded separately, right side out with title and address visible. All plans shall reference NAVD1988 unless otherwise noted. Landscape plans shall be detailed to show proposed and existing conditions, native species, quantity, size and spacing. All proposed structures must be staked, and all relevant resource areas and buffer zones must be staked or flagged. Please consult the Yarmouth Wetland Regulations, page 17. This project proposes the restoration of approximately 1,640 square feet of invasive common reed (Phragmites australis). An order of conditions was issued to the neighboring properties at 140 Baxter Avenue and 31 Grist Mill Lane under SE 83-2446 on 9/10/2024 which approved the treatment of a substantial amount of invasive common reed on those properties. There is a small portion of common reed remaining at the end of Grist Mill Lane, which was not included in the original Notice of Intent application for the other properties, as ownership of the parcel was not able to be determined in time. PROPOSED PROJECT ACTIVITIES This project proposes to manage approximately 1,640 square feet of invasive common reed (Phragmites australis) in the Salt Marsh at the end of Grist Mill Lane. Where dense enough, Phragmites stalks for treatment will be bundled into groupings with a biodegradable jute/twine and the groupings will be cut. An EPA-approved aquatic herbicide with Glyphosate as the active ingredient will be applied directly to the cut stems. Stalks too small to bundle will be treated with either a low-volume foliar method or wiped with tongs/ sponges. All treatments will be completed by a state-licensed and -insured pesticide applicator, and all work will be overseen by a Certified Ecological Restoration Practitioner. A detailed timeline for management activities is provided below. Management would be ongoing for a minimum of 3 years. THE EXISTING SALT MARSH IS DOMINATED BY INVASIVE COMMON REED (PHRAGMITES AUSTRALIS) 3 PROJECT ACTIVITY TIMELINE FALL 2024 PHRAGMITES MANAGEMENT AREA • Where stalks occur densely enough, bundle, cut and treat cut ends using a Glyphosate-based herbicide specially formulated for use around aquatic environments. • If stalks are sparse, cut stalks individually and treat with an appropriate herbicide. • If stalks are too small to cut and treat, use a swipe method to apply an appropriate herbicide to the stalks and leaves.
