Dear Yarmouth Conservation Commissioners,
BSC Group, Inc. (BSC) is pleased to submit this revision letter associated with the Notice of Intent (NOI) application
on behalf of Christina Meggison (the Applicant), for a project located at 811 Main Street (Route 28) in South
Yarmouth, MA (the Site). The proposed project involves the redevelopment of an existing residence including the
construction of an 8-unit townhouse style apartment building with associated utilities, parking areas, stormwater
management facilities, landscaping and other amenities within Land Subject to Coastal Storm Flowage (LSCSF).
After coordination with the Yarmouth Fire Department, Building Inspector and Town Planner, it was determined that
the project site could accommodate the State Fire Code requirements without the previously proposed emergency
paved turnaround on the northern end of the property. The Yarmouth Fire Department agreed that the installation of a
fire hydrant on-site would negate the need for an emergency turnaround. The removal of this turnaround allowed the
proposed building to be shifted north, and the subsequent creation of additional parking spaces on the southern end
of the site.
As the result of the design changes, the following scope revisions have been made:
The paved turnaround was removed, and the building was relocated approximately 42 feet north.
A fire hydrant was added near the northwest corner of the building in a landscaped area.
A parking area and drive aisle were added behind the southern end of the building.
The bike rack, associated walkway, landscaping and other site features were realigned based on the new
location of the building.
The location and configuration of Infiltration System #1 was modified to accommodate the new building
location. All other stormwater controls have remained the same.
The proposed development has been designed in accordance with 310 CMR 15.000 (Title 5), MassDEP Stormwater
Management Standards and the Town of Yarmouth Zoning Bylaws. Approximately 45% of the site will be landscaped
with trees, shrubs, forbs, and grasses, which is a significant improvement over the current condition of the site, which
is largely bare of vegetation, with only narrow strip of trees and shrubs along the perimeter. Several existing trees
along the eastern and southern property boundary will be protected throughout the construction process and
maintained. The proposed scope revisions have not significantly altered impacts to LSCSF, therefore as stated in the
NOI submitted previously, the redevelopment of this property, as proposed, will not significantly impact the natural
functions of LSCSF.
