Good Afternoon Attorney Crowell:
Based on the records of the Assessors' office and the zoning history, I determined the following:
-The lot In question, shown as Lot 80, which according to the Assessors records contains .35 Acre. 15,245 square feet,
was created via a subdivision plan, filed in Land Court June 7, 1966
-The lot in question became non-conforming on March 8, 1971 when the land area minimum increased to 20,000 square
feet.
-At that time it was held in separate ownership up until June 30, 1995, when Mr. Conrad purchased the lot.
-Because the lot was held in separate ownership when it became non-forming and subsequently fell into common
ownership, it does not qualify for protection pursuant to MGL Chapter 40, Section 6, or Zoning Bylaw Section 104.3.4,
Para. 3 Re: Preston vs Town of Hull (merger of lots)
-However, Section 104.3.4, Para. 5 sets the clock forward to June 3, 1996, and affords up to 3 lots held in common
ownership, as of that date, protection.
-Upon further review, in light that Mr. Conrad purchased the lot in question June 30, 1995, prior to the June 3, 1996 cut-
off date, it appears, Parcel 19, (Lot 80) is protected, providing it contains a minimum of 10,000 square feet of non-
wetland area, pursuant to Section 104.3.4, Para 5.
As a result, I will provide you and Mr. Conrad with a letter revising my September 2, 2020 determination, in effect,
asserting the aforementioned details.

Good Afternoon Jim,
I met with Ralph Conrad this morning and discussed the buildability of the vacant lot adjacent to his home. I've attached
your letter for reference. My first impression is this fits within the exclusion stated in Section 104.3.4 of the by-law that
allows for up to 3 contiguous non-conforming lots to retain their grandfathered status. Can you confirm for me? Mr.
Conrad would like greatly to have a place for his daughter to build a home.

EMAIL. Instead, call Crowell Law Office P.C. immediately, using previously known contact information and NOT
information provided in the email, to verify the information prior to sending funds.
