The Trustees of the Sears Fund shall annually m:rkc a statment of said fund. ADM]NISTRATION Sscnorv 3.01. The Selectrnen shall meet rt the Torvn OIIice on tlre ffrst Tuesday of every month for the purpose of drawing orders antl approving bills as is hereinafter provided, and shall rehain in ses-sion from I a.m. until 3 p.m. Srcrrox 3.02. All bills for the salary of school teaclrers, and :rll bills contracted by the School Committee, either for repairs on schoohouses, hansportation of scholtrrs, or for any other purpose rvithin the province of said board, except bills contractcd for legal advice shall be approved by thc School Committee or ir nlaioritv of said board. { SecnoN 3.05. All elected olEcials and department heads respon- sible for the expending of money will have their estimates for the ensuing year in the hands of the Selectmen for the Finance Com- mittee use not later than December 15th of each year, and thc Finance Committee rvill have a printed report of its recommenrh- tions ready to be distributed with the town report, not later than seven days prior to the annual town meeting. (e) For each lot upon which a motel is erected there shall be provided a front yard or setback distance of not less then thirty(30) feet; a side yard on each side of not less tban fffteen (15) feet; and a rear yard of not less than fffteen (15) feet. (e) Avoidauce of ecologicirl disruption, evidenced by build- ing location not less than 250 feet from anv Great Pond, river,(rcean or marsh, and site design minimizing topographic change or removal of existing trees and vegetation.([) Preservation of neighborhood amenity, through glare- free illuminatioo of parking areas, site design to minimize visibility of parking areas and preservation o[ existing rvater views from public ways and e$ective use of topograph), landscaping, and building placement to maintain, to the degree feasible, the character of the neighborhood. SECTION V. NON-CONFORMING USES l. CONTINUATION OF NON-CONFORMING USES. Any lau'Irrl building or use of a building or premises or part thereof at the time this byJarv or any amendment thereto is adopted may be continrred althotrgh such building or use does not conform to the plolision thereof, provided SUCH USE HAS NOT BEEN DIS- CONTINLTED FOR A PERIOD OF THREE YEARS. 2. CH-{NGE OF EXTEn\SIOn- OF NON-CONFORI,IINC USES. The Board of Appeals may permit any non-conforming use to be changed to any speciffed use not substantially diflerent in character or morc detrimental or oblectionable to a neighborhood. SECTION VI. AREA REGULATIONS l. REAR YARDS. No dwelling in ani tlistrict shall be built within twenty (20) feet of the rear lot line, except on corner lots. s,hich shall be considered as having no rear lot linc. APPURTENANT OPEN SPACE. No yard or other space required for a building by this byJaw shall, during the life of such building, be occupied by or counted as open space for another building. 6. PROJECTIONS. Notlring herein shall prevent the projection of cornices, window sills, belt courses and other ornamental features iuto any required yard, not exceeding eighteen (18) inches, except that steps in front yards may be permitted. 7. No person shall ffll any area in the Town of Yarmouth witb euth, concrete or other material to a depth in excess of ffve (5) feet rvithout a permit from the Board of Selechnen. Said Board ma)'require an applicant for such permit to furnish such plans or speci.fieations as the Board ma1, deem necessary and anl perrtit issrred hererrnder mal contain such provisions, conditions or limitrr- tions as the Board ma; deem proper. Any person aggrieved b1' an1 action of the Board of Selectmen hereunder shall have the right to appeal to the Zoning Board of Appeals under the applieable pro- sions of the Zoning Laws. SECTION VII. ADMINISTRATION .. ENFOBCEMENT. This byJau' shall be enforced bv the Selectmc,n until such time as there is a building inspector and thereafter by such inspector. 9. BOARD OF APPEAL.S. There shall be a Board of Appeals of ffve nrembers and not less than two nor more than four associate members appointed by the Selectmen as provided in Section 30 of Chaoter 4d bf the General Laws, as ame-nded, which shall act on all matters within its lurisdiction under tltose byJaws in the manner prescribed in said section. 2A.
