Dear Brittany and Commission Members:
We respectfully request a Certificate of Compliance for SE83-2148, this Order
allowed modest roadway improvements for a portion of Powers Lane in West
Yarmouth. The project mainly involved adding pavement and drainage to the North
side of the roadway to cure encroachments of pavement into private properties
located on the South side of the roadway.
As noted on the plans, there exists drainage easements on all the lots abutting the
roadway for the natural infiltration of the roadway stormwater runoff. The proposed
subsurface drainage system at the West end enhanced the shoulder drainage and was
installed in substantial conformance with the approved plans. On the east end of the
improvements, the pavement was patched in a slightly larger area than the design
plan indicated, but the pavement is very close to the pre-existing grades, and this
work was limited to the West side of the existing speed bump, which is the high
point of the roadway in this area.
Based on review of the asbuilt grades, it is my opinion that the drainage flow from
the east end is substantially unchanged by the minor pavement patch.
As the site is in substantial compliance with the approved plans, I would respectfully
request a Certificate of Compliance be issued for the above referenced project.
An asbuilt plan dated 12-26-24 indicating the improvements is attached for your
records.
