On June 10, 2024, the Community Housing Committee met with A Plus Real Estate and the
ConServ Group regarding the proposed redevelopment of 228 Route 28, West Yarmouth, MA.
The proposal is for a mixed-use development with ground floor retail space and 13 apartments
on the second floor. On July 8, 2024, the Committee again discussed the project and voted to
recommend approval of the proposed redevelopment with the following conditions as part of any
approval:
1. The two (2) required affordable rental units shall be one-bedroom units with a minimum
size of 500 square feet; and
2. The maximum allowed rent of the affordable units shall be no more than 90% of the
current Federal Fair Market Rents as set by US HUD on an annual basis.
The Committee came to this vote considering the Town’s Affordable Housing Standards and
local need. Currently there is a dire need for one-bedroom units in Yarmouth as demonstrated by
the Ready Renter Waitlist. The Ready Renter Waitlist is an affordable housing wait list
maintained by the Town and is used to fill affordable housing vacancies in smaller
developments. There are currently over 100 households on the waitlist which need an affordable
studio or one-bedroom unit. The Committee felt this proposal is a good opportunity to create
one-bedroom affordable units.
Furthermore, the Committee considered the size of the proposed units. The state’s and the
Committee’s target size for one-bedroom units is 700 sq ft. At 228 Route 28, the proposed one-
bedroom units are below this size. To compensate for the smaller size of the units, the
Committee recommends that the affordable units be at least 500 sq ft and the affordable rents are
reduced to 90% of the Federal Fair Market Rents.
