Room #1, 1/10/2025-Conducted an inspection of 2 rooms at
258 Higgins Crowell Road, both occupied. While the rooms
themselves were in passable condition, items identified in the
shared parts of the home require attention. Owner Pearlene
will follow-up in 30 days (2/10/2025) with actionable items
either addressed or game plan on how they will be addressed.
On 02/26/2025, Brian Coughlin, conducted the re-inspection
and confirmed all identified items have been addressed.

meet safety standards outlined in 410.520: Protective Railings
and Walls. Relevant Code Requirements:• (A)(1): A handrail

required by the Massachusetts State Building Code (780
CMR). • (A)(2): For stairways built before August 28, 1997, a
wall or guard must be at least 30 inches high on open sides.
For stairways built after this date, the minimum height is 34
inches. • (A)(3): A wall or guard enclosing porches, balconies,
mezzanines, landings, roof decks, or similar areas that are 30
inches or more above the ground must be at least 36 inches
high. If built after August 28, 1997, the minimum height is 42
inches. • (B): Guards and balusters must be spaced so that an
opening greater than 4 inches (or 6 inches if built before
August 28, 1997) is not possible. • (C): Any ornamental work or
balusters installed after August 28, 1997, must not create a
horizontal climbing risk (known as the "ladder effect").
