It would be ideal if the panels on this roof could be accommodated elsewhere. Assumed the designers have explored this option and because Governor Maura Healey's signed into law "Chaper 239 of the Acts of 2024 - Climate and Energy Siting Legislation requiring the Committee to give substantial weight to the threat posed by climate change and the Commonwealth's statewide obligation to meet greenhouse gas emission limits and sublimates established under Chapter 21 N when ruling on application of Certificates of Appropriateness for solar energy systems, I approve this application. Although the concept of a black roof with painted white sidewall shingles is an interesting and dynamic one, it is not appropriate, in my opinion, for this building in the OKH Historic District. I therefore do not approve the black asphalt roof shingles. Understanding that the expense of replacing red cedar wood shingles can be prohibitive, I agree that it is the preferred solution. Although this material is preferred, I would also approve Architectural Style Asphalt Shingles Weatherwood Color once sample is submitted with application. Sincerely, Sara Jane Porter 22 March 2025 Re. 25-A027 395 Rte. 6A, YP To the Old Kings Highway Committee: My husband Les Peat and I, Dinah Wolff, are Route 6A residents. We bought our 1850 house in 1997 because we wanted to live in a historic district, and happily accepted all the restrictions that choice involved. The Old Kings Highway Committee (OKH) exists as a means of preserving the historic features of homes along Route 6A. Prospective homeowners buying into a historic district are made aware of that fact. The prohibition of solar panels visible from any part of Route 6A is an important regulation intended to maintain the authenticity and appeal of this area of Cape Cod. We support the Committee's strong enforcement of its standards. The installation of solar panels on roofs visible from Route 6A directly violates the mandate of OKH and its rules. Those wishing to conserve energy via solar panels might think twice before purchasing on Route 6A. Current owners of older houses need to consider other less visible means of energy reduction. Both I and my husband urge the Committee to deny this application, or at least to strictly limit the requested 41 panels to a number which can be installed without being seen from any area of Route 6A or adjacent side streets. Dear Lisa and Old Kings Highway Committee, The application of solar panels will be visible on 6a and will alter the historic character of the scenic district. We believe the panels can be installed in an area of the property - either in -ground installation or roof installation - that protects the views of the historic district. Tourists visit Yarmouth Port to enjoy the rare and protected historical architecture. Climate change and preservation can work in unison. Please find an alternative that does not affect the historical architecture of the scenic highway. We are, as property owners on 6A, impacted by the decisions to alter its character. The OKH commission has done over those years a fairly decent job maintaining the historic character of the area. The push to allow solar panels on Rte. 6A is really an affront to those of us who work very hard to preserve the architecture and the history of our home. We feel strongly that solar panels visible to passers by on that historic road are not acceptable. There are other options for the property at 395 Hallet Street. Our neighbors at 15 Pine St. have panels on their back lawn totally hidden from view. The applicant's home has a long backyard that could discreetly contain solar panels without destroying the character of the home. With the 250th Anniversary of the American Revolution at hand, do we really want tourists who are the lifeblood of the Cape to see ugly black solar panels? The proposed fourteen panels (see photo below) will spoil the historical character of the house and be fully visible from 6A for most of the year, setting a terrible precedent for other homeowners and developers. This is exactly the sort of outcome which the OKH committee was created to prevent. We moved to our current historic residence at 425 Route 6A for its unique architectural features and the legal protections designed to maintain these historic, original period and earlyAmerican building attributes. We believe that most of our neighbors also moved here for similar reasons and the charm and value they bring to the area. During this time, when such characteristics are diminishing from the American landscape, we believe that these details of our shared American history merit extra protection from the introduction of otherwise important societal advancements, such as use of visible, "purely plastic or polymeric" building materials and certain solar panel placement, which diminish the overall visible aesthetic of the historic district. While we totally support the desirable goal of making our homes more energy efficient and sustainable (including creating a certain level of energy independence), this practical aspect of home ownership must be balanced in our district with the need to preserve the dwindling numbers of intact, minimally altered historic properties; especially on exterior & street -facing surfaces. There are other ways to increase home energy efficiency/independence available to historic homeowners (such as ground - mounted solar panels- not visible from the street, tankless water heaters, high efficiency appliances and electric heat pumps to name a few). We also feel strongly, that owning a historic home directly on this portion of 6A, in which there is a critical concentration of historic structures, may require sacrificing certain aspects of modern technology in order to abide by the legal restrictions that exist. We therefore strongly encourage the OKH Committee to deny any aspect of the recent application in its current form, for solar panel installation at 395 Route 6A that would be readily visible from 6A, as we believe such structural modifications would diminish the overall and increasingly -rare appearance of the early 19th century home features directly involved in the application, as well as on neighboring properties. Approval of this submission without amendment, would likely encourage others in the most sensitive byway of this historic district to follow suit, and may lead to significant deterioration not only of the historic aspects of the homes in the district (especially those on the National Register of Historic Places, whose listing may be jeopardized), but also to property buyer appeal, primarily based on those historic features. Such application denial or amendment would also be consistent with other steps the OKH has recently implemented to limit view of such panels from homes in the immediate vicinity. We believe that the residents of 395 moved to this area for its distinctive and increasingly rare historic charm and visual appearance. We surmise they also understood the unique responsibilities placed on homeowners of historic homes as temporary caretakers of such architectural treasures and would ask that you and the homeowners find an acceptable alternative for them to meet their obvious desire to have energy sustainabilitylindependence without compromising the aesthetics or buyer -appeal (based on minimally altered historic attributes) of our unique hamlet. This alternative may involve for instance, an evaluation of the panels on the rear structure surfaces facing the street of 6A, and those panel surfaces on the ell, which may be visible from 6A (as in Autumn without foliage, based on the photographs presented by Applicant).
